Job Description:
The Technical Project Manager will be responsible for facilitating the development and delivery of the technology systems and functions as required for a complex, large scale technology initiative. Project teams are distributed in diverse geographical locations leveraging a hybrid waterfall/agile methodology.
The ideal candidate for this position will leverage proven experience with large-scale, complex technology projects to drive collaboration and execution to completion. This position requires the ability to navigate obstacles to accomplish completion of complex tasks assigned by the project team and the PMO.
Drives and optimizes technical implementation activities to promote efficiency and achieve efficient delivery in support of large scale multi-disciplinary projects
Develops and implements policies, procedures, and standards in compliance with industry best practices
Monitors and oversees deliverables including but not limited to completion of comprehensive design , scope and objectives ; development of work plans, schedules ; definition of deliverables; and establishment of design review and quality assurance checkpoints for all aspects of the initiatives.
Drives delivery of complex projects to completion across enterprise
Drives increased efficiency across the teams, eliminating duplication, leveraging product and technology reuse
Reviews, manages, and resolves complex and highly complex problems involving one or more teams, systems or functions.
Undertakes and oversees the process of defining problems and implementing solutions
Influences decision making in functional and technical designs through active partnership with cross-functional teams
Promotes Innovation, instills passion for delivering delight and empowers teams to achieve high performance
Influences decision making in Technology and Product Road-map(s) through active partnership with Product and Business stakeholders

Skills/Experience: Proven experience with large-scale, complex technology projects
Preferred experience in legacy modernization programs
Preferred experience with containerized application development
Willingness to challenge the existing process and methodologies.
Strong communication skills with a high priority on listening to others
Collaboration with a widely distributed project team
Healthcare Insurance experience
Technology Program Management skills
Ability to practice empathy and build trust amongst the team
Ability to research and maintain current and emerging technical knowledge to support rapidly changing technology
Highly knowledgeable in preparing business plans, IT plans, Technology Roadmaps, and technical project proposals
Knowledge in preparing and managing budgets
Ability to analyze business requirements and recommend the right solutions in a timely fashion
Demonstrated use of ingenuity and creativity by taking actions to direct the analyses and solutions of problems
Knowledge of systems development life cycle, including the ability to coordinate and prioritize multiple initiatives and deliverables utilizing SAFe Agile, SCRUM or other appropriate development methodologies.
Ability to recruit, retain and develop a team
Demonstrates a Lean Agile Mindset
Experience working with multiple functional/technical healthcare insurance areas
Required Skills:
10+ years overall Experience with 5 + years Technology Lead Experience
