Qualifications:

The project superintendent must have a minimum of 10 years experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity.

The individual must be familiar with the requirements of the USACE'S EM-385.

The individual must be capable of interpreting a critical path schedule and construction drawings.

The qualification requirements for the alternate superintendent are the same as for the project superintendent.

The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question.

For routine projects where the superintendent is permitted to also serve as the Quality Control (QC) Manager as established in Section 01 45 00.00 10 QUALITY CONTROL, the superintendent must have qualifications in accordance with that section.

Duties:

The project superintendent is primarily responsible for managing and coordinating day-to-day production and schedule adherence on the project.

The superintendent is required to attend partnering meetings, and quality control meetings.

The superintendent or qualified alternative must be on-site at all times during the performance of this contract until the work is completed and accepted.

Non-Compliance Actions:

The Project Superintendent is subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project to insure timely completion. Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken. No part of the time lost due to such stop orders is acceptable as the subject of claim for extension of time for excess costs or damages by the Contractor.

Personnel Qualifications:

Site Safety and Health Officer (SSHO) Provide an SSHO that meets the requirements of USACE'S EM-385.

The SSHO must ensure that the requirements of 29 CFR 1926.16 are met for the project.

Provide a Safety oversight team that includes a minimum of one (1) person at each project site to function as the Site Safety and Health Officer (SSHO).

The SSHO or an equally-qualified Alternate SSHO must be at the work site at all times to implement and administer the Contractor's SECTION 01 35 26 Page 6 Cemetery Caretaker's Lodge W912P917D0012 Annapolis National Cemetery Annapolis, Maryland safety program and government-accepted Accident Prevention Plan. The SSHO and Alternate SSHO must have the required training, experience, and qualifications in accordance with USACE'S EM-385.

If the SSHO is off-site for a period longer than 24 hours, an equally-qualified alternate SSHO must be provided and must fulfill the same roles and responsibilities as the primary SSHO.

When the SSHO is temporarily (up to 24 hours) off-site, a Designated Representative (DR), as identified in the AHA may be used in lieu of an Alternate SSHO, and must be on the project site at all times when work is being performed.

Note that the DR is a collateral duty safety position, with safety duties in addition to their full time occupation.

Additional Site Safety and Health Officer (SSHO) Requirements and Duties

The SSHO may also serve as the Quality Control Manager.

The SSHO may also serve as the Superintendent.

Competent Person Qualifications:

Provide Competent Persons in accordance with USACE'S EM-385

Competent Persons for high risk activities include confined space, cranes and rigging, excavation/trenching, fall protection, and electrical work.

The CP for these activities must be designated in writing, and meet the requirements for the specific activity (i.e. competent person, fall protection).

The Competent Person identified in the Contractor's Safety and Health Program and accepted Accident Prevention Plan, must be on-site at all times when the work that presents the hazards associated with their professional expertise is being performed. Provide the credentials of the Competent Persons(s) to the the Contracting Officer for information in consultation with the Safety Office.

Competent Person for Confined Space Entry Provide a Confined Space (CP) Competent Person who meets the requirements of USACE'S EM-385.

The CP for Confined Space Entry must supervise the entry into each confined space in accordance with the USACE'S EM-385.

Competent Person for Scaffolding Provide a Competent Person for Scaffolding who meets the requirements of USACE'S EM-385.

Competent Person for Fall Protection Provide a Competent Person for Fall Protection who meets the requirements of USACE'S EM-385
