Summary This position is located in the Office of the Chief Financial Officer, National Finance Center, Government Employee Services Division, Payroll Accounting Directorate, Payroll Reconciliation Branch, Section 3, Military Deposit and Reconciliation Section in New Orleans, LA. This position serves as the Section Head and is responsible for the section's performance of a variety of technical, administrative and analytical duties in connection with resolving user payroll and personnel problems. Responsibilities Independently plans, directs, coordinates, manages and supervises the functions and missions assigned. Oversees monitoring and evaluating the effectiveness of payroll/personnel system changes, modifications and work processes and procedures Ensures that management controls are maintained, evaluated, and reported under the guidelines from oversight agencies; e.g., OMB, GAO, GSA, and Treasury. Utilizes qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Provides support and authoritative guidance for management issues that are impacted by payroll/personnel issues. Provides oversight and guidance on regulatory and policy requirements; Ensuring that operations of the section are compliant with all applicable guidelines. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12) or pay band in the Federal service or equivalent in the public sector. Specialized experience for this position includes: Experience evaluating administrative laws, policies, regulations (OMB, OPM, GSA,, Treasury), and precedents applicable to the administration of payroll/personnel processes, procedures and requirements. Experience planning and coordinating large automated payroll processing and inquiry systems for an organization. Experience providing guidance on regulatory and policy requirements in an organization to ensure that the automated payroll operations of the section are compliant with all agency applicable guidelines. Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-12 is required to be eligible for the GS-13. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted.
