Supervisory Program Analyst

Summary This position is located in the Office of the Chief Financial Officer, National Finance Center, Government Employee Services Division, Payroll/Personnel Operations Directorate, NFC Contact Center (NCC), NCC Operations Section located in New Orleans, Louisiana. The incumbent serves as a section head and is responsible for the section's performance of a variety of technical, administrative and analytical duties in connection with resolving user payroll and personnel problems. Responsibilities Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepare schedules for completion of work. Advises the Branch Chief in the decision-making processes regarding actions which impact administrative or technical matters and potential problem areas Oversees monitoring and evaluating the effectiveness of system changes, modifications and work processes and procedures Identifies deficiencies, diagnoses problems, analyzes impacts, consults and makes or suggests revisions to procedures which promote more efficient operation. Incumbent implements program goals and objectives by reviewing recommendations proposed by program analysts, system accountants, technology specialists throughout NFC. Provides support and authoritative guidance for management issues that are impacted by payroll/personnel issues. Evaluates policy directives issued by higher authority, develops overall policies and programs for the Section, and evaluates customer service activities for efficiency, timeliness, integrity, accuracy, and customer satisfaction. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time-in-grade restrictions, specialized experience and/or education, as defined below. One year of Specialized Experience, equivalent to the (GS-12) level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as a Supervisory Program Analyst. Examples of such experience include: Experience formulating and recommending general payroll/personnel policies, procedures and regulations; Experience analyzing and studying user interaction with a Payroll/Personnel System to ensure the legality and accuracy of salary payments and associated benefits and to improve the effectiveness of the operational aspects of the system; Experience providing guidance and assistance to various agencies in the resolution of complex payroll and personnel processing problems; Experience computing and processing a variety of salary and salary related payments involving manual pay, correcting time and attendance reports, including reconciliation of leave discrepancies and automated payroll suspense reports; Assigns work to subordinates. NOTE: This experience must be demonstrated on your resume/supporting documents. Time-in-Grade Requirements: Merit promotion applicants holding or having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-12 is required to be eligible for the GS-13. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education cannot be substituted for experience at the GS-13 grade level.
