ASR is seeking an experienced Contracts Specialist with Secret clearance for an exciting and prestigious position supporting the design and construction management team for construction, rehabilitation, and restoration projects at the White House and its grounds. The primary role of the Contract Specialist will be to provide assist the Contracting Officer with contracting administrative oversight of design, design-build and construction contracts which are currently underway or which are planned for execution under the design and construction program for the White House, President’s Park and USSS support facilities.
This is a full-time Remote/Telecommute position.
The White House and President’s Park were founded over 200 years ago. As the home and office of the President of the United States, they have evolved into what are now some of the most recognized building and landscapes in the world.
A construction program has been developed to addresses a backlog of restoration and rehabilitation projects, long term utility and structural repairs for the White House and President’s Park. Major projects on the campus include infrastructure projects, restoration and/or alteration of the historic White House fence, milling and paving of roadway surfaces, reconstruction of landscape areas, and surveys to verify existing mechanical and electrical equipment and facilities.
Responsibilities:
The primary role of the CSwill consist of contracting assistance in support of the design and construction program at President’s Park and other secure facilities across the nation as required. Work includes conducting acquisition planning and market research, assistance with the preparation of solicitation documents, preparation for and participation in negotiations, preparation of the contract documents for award by the Contracting Officer, assistance with contract administration including modifications, proposal evaluations, and utilization of databases to complete the work.
Conductacquisition planning and market research. Together with project team and Small Business Specialist, determines contract type, and area of solicitation. Considers all possible set-asides in conjunction with local socioeconomic and small business goals. Prepares other required pre-solicitation documentation. Prepares and posts SAM.gov advertisement.
Assists with preparation of solicitations to be issued by the Contracting Officer, Requests for Proposals/Quotes and amendments. Works with project team to address questions. Receives, records, and assists with reviews of proposals/quotes for responsiveness.
Prepares for and participates in negotiations; performs cost and/or price analyses under the direction of the Contracting Officer; assists with documentation of source selection activities; and assists with determination of fair and reasonable pricing under the guidance and for final approval of the Contracting Officer. Obtains certified and other than certified cost and pricing data as required.
Processes contract awards for Government Contracting Officer signature. Assists with the preparation and distribution of award packages and announcements.
Assists with the performance of contract administration. Assists with the maintenance of the official contract file (all files are electronic). Assist with the resolution of payment issues, reviews payroll reports against DOL wage determinations; issues general correspondence and memoranda; and addresses general contract administration questions under the guidance of the Contracting Officer.
Under the guidance of the Contracting Officer, processes modifications, obtains and evaluates contractor proposals, participates in and documents negotiations, prepares modifications with supporting documents for signature by the Government Contracting Officer.
Prepares closeout documents.
Qualifications:
Secret security clearance level required or ability to obtain.
Bachelor’s degree in Business, or other related field from accredited college or university with a minimum of 5 or more years of relevant Federal Government Contracting experience with the performance requirements for this position.
Two (2) years construction contracting experience along with two (2) years architect – engineer services contracting experience is preferred.
The CS shall be computer literate, knowledgeable in accounting practices and be proficient in Windows, Microsoft Office including Word, Excel and PowerPoint, Google Chrome and Internet Explorer.
CS shall have the ability to learn and utilize Government and commercial databases such as PRISM and SAP, use of the Financial and Business Management System (FBMS), AFS4, NPS Help Desk Ticket, Concur Travel, and GSA Advantage..
