Security Specialist (Port), GS-0080-12_

Summary This position is located in the Department of Homeland Security, U.S. Coast Guard, Eighth Coast Guard District, Sector New Orleans, New Orleans, LA. Responsibilities The position serves as a Port Security Specialist within the Sector New Orleans Contingency Planning and Force Readiness (CPFR) Department. The selectee prepares, validates, and exercises plans to mitigate port security contingencies that apply to Coast Guard authorities. As well as serving as the port security subject matter expert responsible for the implementation and enforcement of Executive Order 10173, as amended, the Ports and Waterways Safety Act of 1972, as amended, Maritime Transportation Security (MTSA) of 2002, Security and Accountability of Every Port (SAFE Port) Act of 2006, and other Coast Guard maritime security enabling authorities at the Sector level. Being a Coast Guard civilian makes you a valuable member of the CG team. Typical work assignments include: Collaborating with municipal, state, and federal government entities, industry representatives, port authorities, and other port community stakeholders to ensure the AMSP employs all available assets to comply with Federal regulations and to best mitigate risk and respond to transportation security incidents. Maintaining situational awareness of the operations, goals, and priorities of the port authorities as they relate to port security. Assisting the Captain of the Port in providing FEMA with well-researched and well-reasoned recommendations on Port Security grant application approval. Preparing, facilitating, and evaluating port security exercises including full-scale, functional, tabletop, workshop, and other exercises to test the reliability and function of current port security plans, capabilities, and procedures. Contributing to Sector New Orleans maritime incident response efforts governed by the National Contingency Plan and National Response Framework. Requirements Conditions of Employment U.S. Citizenship is required. This position requires a Secret clearance. Males born after 12/31/1959 must be registered for Selective Service. The position requires a valid state driver's license. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications At the GS-12, one year of specialized experience equivalent to the GS-11 in federal service is required. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include; Providing Maritime Security preparedness planning, subject matter expertise and technical support for Area Maritime Security (AMS) Plans (AMSP's) and procedures with a subspeciality in Marine Transportation System (MTS) recovery, including marine salvage and removal of obstructions to navigation; developing new security policies, procedures, or guidelines related to natural disaster, oil/chemical discharge, or terrorist threat incidents. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have a positive education requirement.
