Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management (OFM), Business Analysis Group (BAG) . As a Budget Analyst, GS-0560-14, you will serve as a technical authority directing the development and execution of the Agency's annual operating plan. Responsibilities Provides expert technical guidance in the execution of the CMS budgets for the various programs. Provides technical advice, guidance, and recommendations to components on budget request submissions. Serves as primary lead in either developing or assisting Agency components in developing cost allocation methodologies. Interpret, analyze and apply complex regulatory, legislative and administrative guidance pertaining to the execution of budgetary resources and the preparation of a wide variety of budget documents. Serves as budget representative on various workgroups including system development, business process development, accounting, acquisition, cost-allocation, and other ad hoc work groups. Requirements Conditions of Employment Qualifications ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
