**JOB PURPOSE:**

An important function of Bechtel International Center is to support the immigration component of the University’s mission of teaching and research. As an International Immigration Advisor, you will play a lead role in advising University Departments about all aspects of providing visa sponsorship for and hiring international scholars, while helping the University maintain compliance with federal immigration regulations. You will work closely with the University’s administrative and professional staff to determine the eligibility of prospective international employees and visiting scholars and are responsible for the outreach and training of departments and the orientation of Exchange Visitors (J-1 Scholars).

You will serve as the point person to liaise with government agencies such as the Departments of Labor, U.S. Department of State, and the U.S. Citizenship and Immigration Services in all matters pertaining to the hiring of H1-B, TN, E-3 and O-1 employees and helping maintain University compliance with immigration regulations. You will also be responsible for processing visa documents for Exchange Visitors and helping to manage the J Scholar community at Stanford.

As the point of contact for Stanford departments and units submitting electronic requests for nonimmigrant visa sponsorship, you will apply your knowledge of federal government regulations and procedures to prepare the relevant forms, advise employing units about issues affecting the employment of nonimmigrants in the various classifications, and file petitions.

**CORE DUTIES:**

Responsible for the management of the H-1, TN, E-3, and O-1 programs as they are administered at Stanford. This includes monitoring changes to the regulations in these classifications, and developing procedures and protocols for ensuring Stanford compliance. (50%).

+ Monitor federal changes in H-1, TN, E-3 and O-1 regulations.

+ Assist in the development of procedures and protocols for complying with complex federal regulations.

+ Work with Departments and central university units such Human Resources and Office of Postdoctoral Affairs to determine nonimmigrant eligibility of international scholars.

+ Screen and process petitions. This requires: o Review of application o Determination of prevailing wage in consultation with Department of Labor o Preparation of Labor Condition Application o Filing of new or extension petitions

Advise University departments and J-1 scholars about all relevant aspects on immigration regulations to ensure compliance with the Department of State’s Exchange Visitor Program (EVP). Manage and issue visa documents for J-1 Scholars (30%).

+ Monitor changes to the Exchange Visitor Program (EVP)

+ Assist in the development of policies, procedures and protocols for complying with complex federal regulations

+ Work with Departments and central university units such Human Resources and Office of Postdoctoral Affairs to determine nonimmigrant eligibility of prospective visitors

+ Screen and process petitions. This requires: o Review of application and funding o Process and issue visa documents

Outreach and Training (20%)

+ Assist with policy and protocol development.

+ Provide information and written guidance to hiring departments and individual scholars about all aspects of relevant immigration status.

+ Communicate with federal agencies such as EVP about individual cases and build knowledge and understanding through association and communication with colleagues.

+ Assist and train department administrators on procedures for requesting appropriate classification for their scholars.

+ Develop and update written procedures for departments.

+ Develop and present workshops.

+ Maintain relevant information on the Bechtel International Center website.

**To be successful in this position, you will bring:**

+ Bachelor’s degree and three years of relevant experience, or combination of education and relevant experience. o Experience in the delivery of immigration related services in an institution of higher education o Knowledge of employment-based immigration visas o Willingness to advise in a broad area of visa issues.

+ Strong communication skills to clearly and effectively communicate information to internal and external audiences, client groups, and management. o Ability to respond with confidence to immigration queries that may have a significant effect on an individual’s presence in the United States. o Ability to exercise tact and diplomacy and to work with departments and scholars who are under pressure of deadlines.

+ Advanced analysis and problem solving skills. o Demonstrated knowledge of systems procedures and demonstrated experience in day to day handling of systems and data analysis o Ability to efficiently process multiple tasks in parallel with strong attention to detail.

+ Advanced computer skills, including experience with Microsoft Office Suite.

+ Advanced customer service skills.

+ Relevant computer systems/technology experience. o Familiarity with relevant technology and willingness to play a lead role in the move to a new platform o Demonstrated familiarity with computer applications such as File-Maker Pro, Excel and PowerPoint and an understanding how such programs can help with the evaluation of work functions and procedures.

+ Understanding of financial transactions.

+ Ability to ensure and apply compliance with legal, financial, and university policies and external regulations. o Experience in developing policies and protocols and explaining them to departments and end users

+ Ability to serve as an Alternate Responsible Officer (ARO) for the U.S. Department of State

**PHYSICAL REQUIREMENTS:**

+ Frequently stand/walk, sit, perform desk-based computer tasks, and use a telephone.

+ Occasionally write by hand, twist/bend/stoop/squat, reach/work above shoulders, grasp lightly/fine manipulation, grasp forcefully, lift/carry/push/pull objects that weigh up to 10 pounds, sort/file paperwork.

+ Rarely kneel/crawl, operate foot and/or hand controls.

**WORKING CONDITIONS:**

+ Requires occasional work on evenings and weekends.

+ Hybrid position with up to 2 days onsite per week.

The expected pay range for this position is $69,100 to $100,000 per annum.
