POSITION DUTIES
The purpose of this position is to ensure that all members of the\rDepartment of Public Safety and Correctional Services’ (DPSCS) Recruitment Unit\rare adhering to COMAR, MD State Personnel and Pension Articles, and the Agency\rhiring standards and practices as they relate to all recruitment, examination\rand retention efforts performed for all positions within the DPSCS. The duties\rinclude, but are not limited to, supervision of all recruitment efforts to fill\rvacant positions, promotional opportunities, test development and validation,\rand the development and implementation of retention strategies.Responsibilities\rinclude:\r\r\r\rPolicy\rAdministration and Management\r\r\r\r As a technical expert on state\r recruitment and examination, establishes procedures and methods for conducting\r recruitments and examinations for all agency classifications to ensure that\r sufficient pools of qualified applicants are available for filling vacancies.\r Ensures that all appointments\r are made in compliance with the appropriate laws and regulations and resolves\r appeals/ grievances.\r Promotes the development of\r retention strategies and statistical data collection by implementing strategies\r as they relate to recruitment, examination and retention.\r Plans, schedules, coordinates,\r and monitors promotional processes for mandated positions.\r Manages Recruitment and Talent\r Acquisition Teams.\r\r\r\rStrategic\rPlanning and Stakeholder Engagement\r\r\r\r Establishes organizational goals\r and strategies based on evidence based practices, current trends, statistical\r data, and workforce forecasting.\r Identifies and collects\r data/information from a variety of stakeholders and sources in an objective,\r unbiased manner in order to enable strategic and leadership decision making for\r recruitment and retention.\r Provides training, guidance and\r technical assistance and interpretation to Appointing Authorities, Agency\r Heads, Program Managers and agency HR staff regarding recruitment, examination\r and retention. \r Modifies and establishes\r metrics for staffing and vacancy trends/ reporting.\r Plans, coordinates, and attends\r job fairs/career fairs to represent the DPSCS in the recruitment of qualified\r applicants and provides technical assistance to DPSCS operating agencies\r regarding recruitment and selection procedures/guidelines.\r Validates narrative and\r statistic reports for recruitment, testing, auditing, budgeting, and reporting.\r\r\r\r
MINIMUM QUALIFICATIONS
Education:\rPossession of a bachelor's degree from an accredited college or university.\r\r\rExperience:Five\r(5) years of professional HR experience involving talent acquisition and full\rcycle recruitment processes. At least two (2) years of this experience must\rhave been in a supervisory capacity.\r\r\rNote:Professional\rHR management work in the areas of recruitment and selection, classification,\rsalary administration, test development and validation or as a generalist may\rbe substituted on a year-for-year basis for up to four (4) years of the required\reducation.\r

Preference may be given to applicantswho\rpossess the following preferred qualification(s).Include clear and\rspecific information on your application regardingyour qualifications.\r\r\r\r\r HR leadership experience to include effectively supervising\r entry level through managerial personnel.\r PHR/SHRM\r Certification\r Experience with personnel test development and validation.\r Experience with State of Maryland Workday, JobAps, and the Hub.\r Labor relations experience\r\r\r\r
SPECIAL REQUIREMENTS
1.Specific educational and experience requirements are set by the agency based on the essential job functions assigned to the position.\r2.Employees in this classification are required to obtain certification in StatePersonnel Management System policies and procedures and in the functionalityof the Statewide Personnel System from the Office of Personnel Services andBenefits, Maryland Department of Budget and Management within six monthsfrom the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.\r
