REPORTS TO: Reports to the Associate Vice Chancellor for Facilities Management

SUPERVISES: Exercises direct supervision over the Energy and Sustainability Engineer and Assistant Director of Campus Sustainability, provides indirect supervision to Facilities Operations staff and functional supervision of grounds and custodial, trades, and powerplant staff within the Department of Facilities Management

SUMMARY PURPOSE OF POSITION : This is a senior level position responsible for the policies and procedures for campus-wide Facilities Operations. The Director assists in policy discussions with respect to reducing the University's carbon foot print, operational sustainability goals and proposals related to energy conservation projects as well as monitors energy use and works with the University's energy consultant to ensure best energy model and costs. The Director continually monitors all Facilities operational activities to assure the mission requirements are effectively fulfilled and prepares and maintains operational plans while measuring and reporting performance against those plans including work order performance. The Director is responsible for managing and developing multiple project/operations budgets and assists with overall Facilities Management budget process, personnel, staffing, equipment, consumable supply requirements and vendor relations necessary to provide efficient delivery of services to all campuses. The incumbent collaborates with stakeholders and groups to coordinate and support the University's academic and research activity, manages special events and participates in responding to campus emergencies, including weather events, snow removal, floods, fires and building access.

EXAMPLES OF PRIMARY DUTIES AND RESPONSIBILITIES:

•Serves as the liaison and the first point of contact for outside vendors (i.e. CES) and the campus community for sustainability initiatives

•Serves as the major grant writer for sustainability and conservation opportunities

•Oversees the University Decarbonation Master Plan

•Manages energy/utility budget and forecasts potential variances

•Manages and delivers a variety of small projects across all campuses, on time and within budget

•Develops bid specifications, bidding, contracting, and oversees construction or maintenance contracts with outside vendors

•Develops building systems/programs in response to educational requirements of various University committees

•Responds to and coordinates operations response to emergency situations during regular shifts, nights, weekend and holidays, serves "on-call" on a rotating basis to manage facilities related emergencies and approves call backs, as needed

•Prepares reports relating to the physical development of the University to the President and Board of Trustees through and at the request of the Associate Vice Chancellor for Administrative Services

•Consults with division leaders regarding construction, maintenance, or repair projects

•Assists in the preparation and presentation of the fiscal budgets for the operation of the physical plant

•Ensures building projects are completed in accordance with projected plans and schedules

•Participates in yearly and long-range capital outlay requests for the University

•Acts as a liaison with State Energy Office, State Bureau of Motor Vehicle, Division of Environmental Quality Engineering and other applicable federal, state and local agencies, architects and engineers

•Develops training programs for new employees, periodically reviews existing staffing levels for maximum productivity, assigns project work to the Facilities Management staff and reviews the results to improve processes and protocols within responsibilities.

•Provides staffing analyses for any new or renovated facilities, including recommendations for equipment

•Coordinates the planning, design, and supervision of repair and renovation projects and arranges funding source

•Maintains Standard Operating Procedures (SOPs) for physical plant activities

•Exercises responsibility for the performance and monitoring of work orders to ensure that assigned tasks are completed in a satisfactory and timely basis; tasks include touring facilities to monitor work order completion and standards of cleanliness, as well as seasonal response for snow removal, accreditation and start of school activities

•Establishes and maintains good working relationships among members of the department and University including comprehensive communication regarding work order requests and associated projects

•Serves as back-up to Facilities directors and managers

•Assists the Grounds and Custodial crew, as needed, and supports campus special events in all facilities and operational aspects

•Works with Facilities Management managers to ensure procurement rules and regulations are being adhered to

•Manages and is responsible for off-campus operations

•Performs other job-related duties and responsibilities that may be assigned and/or the job description changed periodically to reflect changing organization needs

MINIMUM QUALIFICATIONS:

EDUCATION : Bachelor's degree in Facilities Management, Facilities Engineering, Electrical, or Mechanical

Engineering or closely related field; or equivalent facilities management experience

EXPERIENCE: Significant (over five years) engineering experience

Significant (over five years) of progressively responsible experience in facilities management

Demonstrated (over three years) experience at a senior management level administrator in a facilities department

Demonstrated (over three years) experience with successful grant writing

OTHER: Must be able to respond to situations that arise during holidays, weekends or evenings including being "on-call" after normal business hours

Valid Massachusetts driver's license required

May work under adverse conditions and extremes of heat, cold, dampness and humidity

May be exposed to the harmful effects of noxious gases, mold, mildew, may work in confined spaces and various heights such as manholes, ladders, staging and the campanile

Some travel may be required

PREFERRED QUALIFICATIONS:

•Significant (over seven years) engineering experience

•Experience working with a government decarbonization plan

•Master's degree in an area related to Facilities Management

•Experience working in an environment covered by a collective bargaining agreement

•Working knowledge of federal, state, and Environmental Protection Agency (EPA) requirements

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

•Possess specific technical expertise in facilities management that includes operations activities (i.e. grounds, custodial, trades and maintenance)

•Thorough familiarity with large scale requirements for physical plant operations and planning on an institutional level

•Experience with various software as it relates to office, budget preparation, report writing and management software including work order systems

•Knowledge of policies, procedures and relevant regulations that govern operations of facilities

•Excellent oral and written and interpersonal communications skills

•Ability to develop a spirit of teamwork and cohesiveness with groups on campus in establishing goals and timetables for facility projects

•Skill in managing a diverse unionized labor pool and experience in a unionized setting in higher education

•Excellent analytical skills

•Demonstrated leadership and management skills with the ability to successfully manage multiple tasks

•Ability to be interactive with faculty, staff, and student customers

•Ability to respond to emergency situations in plant operations

•Experience in grant writing and proven success in obtaining grants for energy programs

•This position requires 24-hour call back in cases of emergency and supervisory presence, when required, on all shifts

•May be exposed to the following: adverse weather conditions such as rain, snow, extreme heat or cold; other conditions such as noise, vibration, fumes, etc.

•Ability to approach issues with independent thinking and creative progressive solutions

SALARY: $93,000 - $120,000
