Multi-Tiered Systems of Support - Hearing Officer - Limited Term

Position Details

BASIC FUNCTION :

Officiate district discipline hearings utilizing a Racial Equity and Social Justice (RESJ) lens. Ensure that the process is based in an understanding of the systemic and adverse impact of exclusionary discipline that has historically taken place for students of color, LGBTQIA+, and Special Education students.

RESPONSIBILITIES: Determine responsibility in the alleged actions by listening to all parties involved.

Using the PPS RESJ lens, weigh all possible outcomes, and determine the best course of action moving forward, ranging from no further action to expulsion.

Write a hearing results letter which communicates the decision and additional supports to be implemented to the family, school, and stakeholders.

Acting as the District Hearing Officer ensures the expulsion hearing process is conducted according to Board policy.

Make recommendations for additional programs to district administration utilizing needs assessment data and observations.

KNOWLEDGE, SKILLS, AND ABILITIES: Provide information and advice to administrators as needed and appropriate.

Ability to define problems, collect data, establish facts, and draw valid conclusions.

Demonstrated human relation's skills and ability to work collaboratively

Demonstrate the following core values: integrity, high expectations, commitment, respect, dedication to teamwork and passion for a student centered environment

Understanding of implicit bias, racial equity and their role in disportionate discipline and the school to prison pipeline.

Knowledge and understanding of PPS Conduct and Discipline Policies, Administrative Directives, and the Student Rights, Responsibilities and Discipline Handbook.

Knowledge of district and school resources and programs to inform outcomes ie. Restorative Justice, Student Success, other alternative interventions.

Regular attendance and punctuality are essential functions of the job.

Knowledge of Title IX of Education Amendments Act of 1972 and associated rules and requirements that pertain to disciplinary hearings

Knowledge of other state and federal laws including Title VI of the Civil Rights Act, Section 504, and the IDEA.

MINIMUM QUALIFICATIONS: A State of Oregon Administration License is required at the time of appointment.

Demonstrated knowledge of public school laws and policies as they relate to the delivery of instructional services.

Evidence of strong conceptual, analytic, organizational and management skills, and demonstrated leadership ability; evidence of the ability to collaborate with diverse individuals.

Demonstrated ability to communicate effectively, both verbally and written.

Demonstrated and articulated equity lens and ability to apply it to K12 education.

PREFERRED QUALIFICATIONS: School Leadership experience

Ability to cite continuing equity work, through recent reading, course work or other experiences.

Practical understanding of Restorative Justice processes with the school system and understand how to apply them in a disciplinary process.

OTHER SKILLS and ABILITIES:

Must be able to transport between school buildings, districts and cities. Ability to apply knowledge of current research and theory in a specific field. Ability to establish and maintain effective working relationships with students, staff and the community. Ability to communicate clearly and concisely both in oral and written form. Ability to perform duties with awareness of all district requirements and Board of Education policies.

REQUIRED TRAININGS:

This position will require attendance for at least 3 minimum trainings and/or workshops that are relevant to the roles and responsibilities of a hearing officer.
