Job Summary:

The Program Engineer, reporting to the Program Manager for the Memphis, Tennessee FTTH turn-key project, plays a pivotal role in ensuring the successful execution of construction projects by overseeing various aspects of program management. The Program Engineer will establish program schedules, implement budget controls, ensure meticulous tracking of costs and quantities on a daily basis, plan, oversee subcontract coordination, and quality control. Additionally, they will contribute to the overall success of the project and maintain positive relationships with clients and stakeholders.

*Must be local to Memphis, TN. Relocation assistance provided for non-local candidates.

Job Responsibilities (Including, but not limited to):

Manage daily contracts with the client, identifying potential Change Orders, and reporting findings to the Program Manager.

Regularly update schedules and control budgets on a weekly or monthly basis.

Monitor and report on project progress, identifying potential risks, and implementing mitigation strategies.

Collaborate with the Director of Construction to select subcontractors, ensuring adherence to all terms and conditions in subcontract execution.

Calculate subcontractor costs for assigned work and compare them to control budgets, seeking approval from the Program Manager for any exceeded estimated costs.

Ensure compliance of all Congruex employees (on-site or remote) with program rules for daily cost and quantity tracking.

Promptly escalate any customer delays in paying earned amounts to the Program Manager within 24 hours.

Prepare and submit timely invoices to the owner, adhering to contract guidelines, and collect all invoiced amounts as per the contract.

Ensure adherence to Congruex safety standards throughout all project phases.

Manage project teams to ensure effective handling of profit & loss, job costs, cash flow, contract deliverables, on-time performance, and quality.

Monitor cost forecasts and provide regular updates to ensure adherence to budget, schedule, and protocol.

Contribute to fostering a positive project culture as a member of the leadership team.

Collaborate across organizational lines with peers to support cross-functional company value initiatives and common management goals.

Develop documentation necessary for client-facing meetings and presentations.

Support client meetings to ensure contractual and client reporting requirements are met, tracking and resolving issues promptly.

Monitor project progress and work with the leadership team to address conflicts and ensure timely, on-budget, and safe project completion.

Maintain working knowledge of customer contracts and expectations.

Establish regular operational meetings for reporting and issue resolution, integrating activities with corporate teams to ensure customer satisfaction.

Monitor project status and ensure accuracy, timeliness, and completeness of system data.

Manage costs and timeframes to approved budgets/forecasts, promptly communicating deviations and implementing corrective actions.

Support estimating/scheduling by reviewing scope and providing local market knowledge related to design, permitting, and costs.

Ensure compliance with company standard processes, procedures, and safety requirements for all personnel and third-party vendors.

Collaborate with cross-functional teams to develop comprehensive project plans, considering scope, budget, and resource requirements.

Work closely with the design team to review and approve project submittals, ensuring they align with industry standards and best practices.

Participate in the development and implementation of quality control measures to uphold the integrity of FTTH installations.

Contribute to the continuous improvement of project management methodologies and workflows.

Assist in the development of training programs for project team members and other relevant stakeholders.

Maintain accurate documentation of project activities, ensuring compliance with reporting requirements.

Required Skills & Qualifications:

High level of computer skills required.

Proven initiative/self-starter.

Excellent communication (both written and verbal) and interpersonal skills.

Ability to work collaboratively in a cross-functional and dynamic environment.

Problem-solving mindset and the ability to adapt to changing project requirements.

Extremely detail-oriented.

Demonstrated successful experience owning schedules and forecasts on large-scale projects.

Previous experience in a client-facing role.

Familiarity with project management methodologies and tools.

Highly proficient in Microsoft Suite.

4-year degree in Business, Finance, Construction Management, or relevant area preferred, but not required.

Telecom industry experience preferred, but not required (experience in linear construction is transferable).

Strong working knowledge of Power BI and scheduling software is preferred.
