DATABASE AND DEVELOPMENT MANAGER

Introduction

The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State's legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland's 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.

Main Purpose of Job

The Database and Development Manager is responsible for: Planning, coordinating, supervising and evaluating the work of Database Specialists, Developers and related support staff.

POSITION DUTIES

Developing, implementing and managing database and development policies, procedures and standards; Prioritizing database and development projects; Determining staffing requirements; Establishing project deadlines; Monitoring the progress of projects and approving completed projects for technical accuracy, completeness and adherence to established policies, procedures and standards; Preparing RFP's for contractual database management software, hardware and services: Evaluating proposals and overseeing delivery and contract compliance by vendors; Meeting with senior management, vendors, systems users, and other information technology staff to discuss and resolve database problems and issues; Preparing statistical and narrative reports of database management activities and special projects; Supplying information for the Information Technology master plan and budget; Collaborating in the development, testing and implementation of new or revised operating systems, applications systems, and database management systems; Overseeing end-user training programs for OAG database systems and applications; and Performing other related duties to aid in the day-to-day operation of the Information Technology Division.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree in management information systems, Computer Science, or a related field.

Experience: Five years of experience managing an IT project portfolio in a production environment. Five Years of experience managing, designing and/or developing database systems and producing database reports. Advanced proficiency in Structured Query Language (SQL). Strong written and verbal communications and customer service skills.

DESIRED OR PREFERRED QUALIFICATIONS

1. PMP or CAPM certification.

2. Experience with Java or HTML.

3. Experience in legal field related to case management, document management, and eDiscovery systems.
