Position Summary:

Provides management and direction to the operations and finances within the Parking Department.

Position Key Accountabilities:

Organizes, manages, and assists the Executive Director in the planning and administration activities of the parking department and valet services.

Assist the Executive Director with cost analysis, capital expenditure planning, budget planning and monitoring, development of strategic objectives and action plans, and provide guidance to staff on building relationships with customers and increasing satisfaction on services provided.

Organizes, manages, and assists in the day-to-day functions of the badging program to service students, faculty, staff, guests, and contractors to ensure that all individuals are afforded proper identification. Program functions include but are not limited to maintaining adequate records associated with the program, coordinating with MD Anderson IT regarding software updates and access, and reconciling records between Peoplesoft and CCURE.

Organizes, manages, and assists in the day-to-day functions of the Mobility Program that services staff. Program functions include but are not limited to maintaining a database of program participants, coordination with the Benefits Department regarding payroll deductions, coordination with Houston Area Mass-transit organizations regarding services provided, and reconciliation of accounts and invoices.

Develops and maintains all management reports for the garage and valet operations.

Accountable for the following daily/monthly/annual activities: accounts receivable and payable, garage and valet flows, and reconciliations (cash, credit, validations, and receivables).

Coordinates with the Benefits department to develop and manage a system for enrollment, modification, and termination of payroll deductions as related to parking and mobility.

Manages inter-department billing and collections for department-paid parking and validations in PeopleSoft.

Manages program to ensure all PARCS equipment is properly maintained and meets current industry standards.

Manages Human Resources activities of department in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.

Performs other duties as assigned.

Certification/Skills:

Proficient in Microsoft Office.

Proficient in PeopleSoft.

Proficiency with Parking Access and Revenue Control Systems.

High School Diploma or equivalent required.

Bachelor's Degree in Business Administration or equivalent work experience preferred.

6 years of applicable experience, preferably in the parking industry required.

Physical Requirements:

Exerts up to 10 pounds of force occasionally and/or a negligible amount frequently to move objects.

Security Sensitive:

This job class may contain positions that are security sensitive and thereby subject to the provisions of Texas Education Code § 51.215

Residency Requirement:

Employees must permanently reside and work in the State of Texas.
