The City of Midland is seeking a highly skilled and experienced professional to serve as the Assistant Director of Engineering Services. This position plays a pivotal role in maintaining and improving the city's street and drainage infrastructure, and it involves significant collaboration with various stakeholders, including the Texas Department of Transportation, the general public, and other taxing entities. Street and Drainage Infrastructure Management: Oversee the maintenance, improvement, and strategic planning for the city's street and drainage infrastructure.
Develop and implement effective strategies for infrastructure resilience and sustainability.
Traffic Operations and Transportation Planning: Address traffic problems and implement solutions to enhance traffic flow and safety, including pedestrians and cyclists.
Collaborate with transportation planners to optimize city transit and connectivity.
Stakeholder Engagement: Liaise with multiple stakeholders including the Texas Department of Transportation, local residents, business owners, and other governmental entities.
Foster strong relationships and effectively communicate project impacts and plans.
Presentation and Reporting: Provide comprehensive presentations to City Management and City Council regarding engineering projects, progress, and challenges.
Prepare and deliver reports on infrastructure status, project completions, and future plans.
Budget Management: Oversee the engineering department's budget, ensuring effective allocation and management of funds.
Ensure projects are completed within budget constraints and identify opportunities for cost savings.
Team Leadership and Development: Lead, mentor, and develop engineering teams, promoting a culture of excellence and continuous improvement.
Coordinate with other department heads to ensure interdepartmental collaboration and efficiency.
Bachelor’s Degree in Civil Engineering preferred; relevant experience may be considered in lieu of education.
Extensive experience in the maintenance and management of street and drainage infrastructure.
Proven track record in solving complex traffic and transportation problems.
Demonstrated ability in engaging and managing multiple stakeholders.
Strong experience in presenting to city management and council.
Proficient in municipal budget management.
Excellent communication, leadership, and organizational skills.
Familiarity with local, state, and federal regulations pertaining to city infrastructure and planning.
