Instructional Technology Manager

We are seeking a Instructional Technology Manager who will be responsible for providing leadership, supervisory, project management, and technical skills to oversee the management of AAP instructional technology services and offer competency-based professional development programming. The manager will provide effective strategies for integrating innovative technology into the curriculum to support, enhance, and extend learning. The Instructional Technology Manager will design, develop, and facilitate high-quality professional development programming to support AAP courses, faculty, and students. The position is hybrid and is based in either Baltimore or Washington DC, with occasional travel to either campus. Evening or weekend hours at multiple campuses may be required.

Specific Duties & Responsibilities

Performance Management - 15%

Supervise instructional technology team members (casual, part-time, full-time, and students)

Mentor instructional technology staff, including helping to allocate team resources and coaching team members to maximum efficiency.

Foster a collaborative and efficient team environment, providing staffing recommendations and keeping the IRC director informed on progress.

Evaluate employee performance.

Instructional Technology Project Management - 20%

Serve as the Instructional Technology Manager and lead for the IRC working to strategically integrate cutting-edge instructional technology into AAP courses and IRC professional development programs.

Develop, implement, and monitor clear strategic plans for the instructional technology team, setting attainable long and short-term goals.

Leverage data analysis to evaluate the effectiveness of instructional technology, helpdesk support services, and resources.

Explore current instructional technology and professional development trends and determine how to translate those trends into coherent strategies needed to support AAP programs, faculty, and students.

Lead strategic instructional technological innovation and operations needed to support AAP programs, faculty, and students.

Manage project budgets and contribute to comprehensive budget development for the IRC.

Manages project-specific budgets and provides information for budget development.

Training & Professional Development -35%

Oversee the IRC professional development calendar, ensuring a diverse and impactful offering throughout the year.

Perform regular needs assessments to identify knowledge gaps and inform the development of competency-based professional development programs.

Collaborate with subject matter experts to design and deliver high-quality asynchronous and synchronous professional development courses, workshops, certificates, and credentials.

Develop and facilitate IRC professional development courses, workshops, certificates, and credentials offerings throughout the academic year.

Create effective training materials and resources to support the implementation and use of AAP technologies and instructional design strategies.

Evaluate professional development programs and resources through data analysis to ensure ongoing effectiveness.

Technical Support - 25%

Coordinate the planning, evaluation, and procurement of instructional technologies and software products required to support AAP courses, faculty, and students.

Oversee implementation and management of AAP's adoption of Canvas and instructional technologies.

Collaborate with JHU IT and third-party instructional technology vendors to oversee and manage AAP and IRC use of adopted instructional technologies and contracts.

Manage IRC helpdesk services and knowledge management system.

Support AAP Programs and faculty with the integration of adopted and innovative technologies within their courses.

Provide recommendations on the strategic, tactical, and operational uses of adopted instructional and information technologies.

Collaborate with JHU peers to address the instructional technology and professional development needs of AAP faculty and student.

Support the IRC staff with the implementation of technologies to support instruction and services.

Implement marketing strategies to communicate to AAP faculty and staff about the status, use, and availability of adopted instructional technologies and professional development programming.

Assess adopted instructional technologies and professional development programs and generate executive summary reports to summarize challenges, providing solutions as required to maintain and enhance program quality.

Represent IRC on training committees and faculty development initiatives.

Monitor performance and adoption of AAP-supported instructional technologies.

SME Resource and Collaboration - 5%

As needed, lead or act as an SME (Subject Matter Expert) on special projects.

Participate in collaborative projects at JHU regularly.

Special Knowledge, Skills, & Abilities

Excellent presentation skills in both technical and soft skills training.

Must have the ability to create both asynchronous and synchronous training opportunities.

Knowledge of instructional design theories and strategies.

Ability to apply principles of design to provide online education to persons with disabilities and knowledge of Universal Design principles, accessibility (ADA/508/UDL) standards, and SCORM.

Must have experience with Canvas or a similar course management system.

Knowledge (awareness/appreciation) of current (i.e., VoiceThread, Panopto) and emerging instructional technologies and demonstrated experience in integrating these in online instruction using best practices.

Knowledge of and ability to use HTML editors, HTML/web scripting languages (JavaScript, CSS, etc.), lecture capture software, online conferencing applications, PDF authoring tools, video authoring software, and graphic design (Adobe Creative Suite) tools.

Requires excellent time management skills, organizational skills, ability to prioritize tasks, and the ability to deal with multiple constituencies concurrently in a dynamic and fast-paced environment.

Requires strong oral, written, and interpersonal skills and a customer service orientation to work well with faculty, staff, students and vendors.

Demonstrated ability to work collaboratively with both internal and external workgroups.

Excellent time management skills, ability to prioritize tasks, and the ability to deal with multiple constituencies concurrently.

Must be a proactive problem-solver, can take the initiative with projects, and the ability to work independently.

Ability to acquire, synthesize, and share expert professional knowledge of current and emerging instructional technologies.

Excellent oral, written, and interpersonal skills are required to work well with faculty, staff, and vendors.

Skilled in organization, leadership, and management.

Level of Independent Decision-Making

The Instructional Design Manager position requires the ability to work independently and identify plausible solutions to address concerns and opportunities.

Supervisory Responsibility

Two Sr. Course Support Specialist, 1 Instructional technologist, and up to 5-6 student staff.

Minimum Qualifications

Graduate Degree in instructional design or instructional/educational technology or in a related professional field.

Five years related experience.

Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

5- years of professional experience in an academic or corporate environment, designing and developing distance or online instruction.

2 years of experience using course authoring tools like Adobe Captive or Articulate Storyline.

2 years of experience developing interactive training materials and learning objects.

2 years of experience supporting the adoption and integration of instructional technologies into academic or training courses

Knowledge of best practices for the effective implementation of instructional technology tools in higher education.

Thorough knowledge of online instructional design, pedagogy/andragogy, emerging technology, and distance learning best practices is desirable.

Demonstrated use of Quality Matters rubric or similar course design quality standards.

Experience working with both Mac and PC platforms.

Starting Salary Range: $74,400 - $102,400 - $130,400 Annually (Commensurate with experience)
