Your Team:

The Office of Housing Access and Stability ( “HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.

The Division of Budget and Program Operations (BPO) within the Office of Housing Access and Stability provides support services to the Division of Housing Opportunity, Division of Tenant and Owner Resources, the Division of Housing Stability, and the Division of Policy and Program Innovation. BPO assists with monitoring and supporting program budgeting and planning, including both staffing and procurement support. The Division also manage the Housing Quality Enforcement and related inspection functions for the Office. In addition, the BPO team coordinates technology initiatives and analytics across the Office in coordination with key technology stakeholders across the agency, providing support on key systems to internal and external stakeholders.

Your Impact:

The Executive Director for Budget, Procurement and HQE in the Division of Budget and Program Operations is a senior management role within the Division of Budget and Program Operations, reporting to the Assistant Commissioner for the Division. The Executive Director is responsible for managing multiple teams and program areas within the Division. The Executive Director, with a wide latitude for independent decision making, ensures on-going support for the mission and the goals of the Office are provided.

Your Role:

The Executive Director for Budget, Procurement and HQE is responsible for managing several key support functions for the Office of Housing Access and Stability. This includes managing budgets and procurement across multiple program areas, providing support with procurement and contract management, and management of the Housing Quality Enforcement function, ensuring Divisions within the Office have the appropriate resources and planning for day-to-day operations of the respective program areas.

Your Responsibilities:

The Executive Director of Budget, Procurement and HQE is responsible for managing the days to day operations of each of these core functions, ensuring each Division within the Office has the resources needed to meet the goals of the Office.

Budget Management:

The Executive Director will monitor and manage the various budgets for the Office, including but not limited to personnel, contracts, program expenses, both subsidy and administrative. You will work with Divisions within the Office developing budget plans, providing analysis on the impact of operational changes on both short- and long-term administrative budget. You will be responsible for coordinating with HPD budget, internal stakeholders, as well as external partners such as vendors or other City agencies on budget planning and implementation. In coordination with Division heads, you will provide input into the feasibility of programmatic changes. You will work with key stakeholders on providing information and forecasting of budget projections and assist with providing financial information for both auditors as well as external oversight agencies such as HUD. You will work closely with the HPD Budget Office as well as the City Office of Management and Budget to ensure necessary funding is in place to cover program expenses. You will also work on resolving issues with payments and initiate corrective actions, such as the journaling of money.

Procurement:

The Executive Director will be responsible to management of procurements for the Office, this includes purchasing of office supplies and equipment, assisting with travel for trainings and conferences, as well as oversight of procurement of services and goods. You will also be responsible for processing of payments for services and goods for the Office, ensuring on time payment. You will coordinate with Division heads and other internal and external stakeholders to facilitate procurements to enhance or support the business needs of each Division.

Housing Quality Enforcement:

The Executive Director will be responsible for the management of the Housing Quality Enforcement (HQE) function. The HQE team oversees all aspects of Housing Quality Standards (HQS) enforcement to ensure clients are residing in units that are safe, decent, and sanitary and that both our tenants and landlords follow federal regulations. This team works closely with partners to ensure timely inspections are conducted in accordance with the rules of each subsidy program, and that appropriate administrative action is taken for units that fail to meet minimum standards. As part of this role, you will also be required to manage the adaption of new inspection protocols such as HUD NSPIRE, working closely with internal and external partners to ensure successful implementation of new standards.

Monitoring HCV Utilization:

The Executive Director will be responsible for monitoring both budget and voucher utilization for the Housing Choice Voucher (HCV) program, ensuring the program is operating within budget limitations while maximizing the use of Federal resources. You will work closely with the other Divisions within the Office to develop both near, and long terms plans for the subsidy programs, ensuring scare voucher resources are utilized in a planned and sustainable manner. You will work closely with HPD’s Budget Office on reporting program expense to HUD, monitor subsidy budget codes, and communicate with the HUD Field Office on voucher and budget utilization, as well as leasing plans.

The Executive Director will also work on special projects, at the discretion of the Assistant Commissioner, that further strengthen and enhanced the goals and mission of the Office. You will be responsible for staff development, coaching and supporting the professional growth of the members of their teams. The Executive Director is responsible for fostering a collaborative and inclusive work environment within the Division.

Preferred skills:

- Strong leadership and managerial experience

- Knowledge of Federal, City, State and Agency financial systems and processes

- Experience managing programs as well as seeking ways to improve programs and procedures

- Exceptional project management, organizational, analytical, quantitative, and qualitative skills

- Exceptional presentation and interpersonal communication skills.

- Comfort with technology, including Microsoft Office suite (Word, Excel, Access, PowerPoint, Visio) and other analytical, process or flowchart, and other tools and data systems

- Knowledge of Section 8 and other rental subsidies, and federal, state, and local housing laws and regulations

- Knowledge of programming languages such as SQL a plus

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
