HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

HPD’s Division of Property Management and Client Services (PMCS) consists of four work units and manages two major functions: 1) property services and management of city-owned properties in HPD’s jurisdiction, and 2) the city’s emergency relocation assistance program.

Your Impact:

The Division seeks a director responsible for managing and supervising a team of contract managers, procurement analysts, and community coordinators, ensuring that they are trained in their roles and carrying out their responsibilities effectively. The Director will be responsible for maintaining relationships with city officials, community leaders and other partners to enhance PMCS efforts and supervising the Procurement & Budget unit. The role requires strong data analysis skills and ability to recommend enhancements to PMCS policies and procedures and strategic operations. In addition, the Director will manage and monitor contracts, budgets, and invoices from ongoing contracts to ensure deliverables and standards of services are being met and costs are reasonable and contained.

Your Role:

As a Director of Procurement & Budget, lead a team by providing direction and support, ensuring seamless collaboration and project completion. Produce comprehensive reports on compliance, budget, and procurement, in conjunction with HPD’s Offices of Tech and/or Strategic Operations and Analysis. Manage budget allocations and expenditures, guaranteeing fiscal accountability and adherence to regulations while overseeing contract management to maintain quality standards and compliance.

Your Responsibilities:

The Director of Procurement & Budget oversees and directs the activities of the procurement staff to ensure efficient contract registration and management processes and compliance with City agencies overseeing contract management (Mayor’s Office of Contracts, Comptroller, Law Dept. etc.). as well as HPD organizational policies and procedures.

The following scope and principal functions of the position include:

- As a supervisor, provide leadership, guidance, and support to team members, fostering collaboration and ensuring the successful completion of projects and tasks

- Creating reports on compliance, budget, procurement, etc. often in collaboration with HPD’s offices of Tech and/or Strategic Operations and Analysis.

- Overseeing and managing the budgetary allocations and expenditures, ensuring fiscal responsibility and compliance with financial regulations.

- Reviewing invoices from ongoing contracts to ensure deliverables and standards of services are being met and costs are reasonable and contained.

- Plan, develop and manage procurements and renewals, including tracking procurements and agreements once in place, and assuring that inventory is accurately recorded.

- Consult and advise internal agency clients on procurement methods, strategies and contract administration issues associated with procurements.

- Take the lead on highly visible and critical agency procurements, ensuring that all the necessary administrative and procurement steps have been taken.

- Prepare and evaluate complex solicitations and bids, coordinate selection activities, and make recommendations for contract awards, modifications, special purchases, etc.

- Move all procurements through the administrative and oversight processes in a professional manner and in a way that meets the agency's business needs.

- Monitor vendor and procurement compliance with all applicable laws, particularly procurement-related Local Laws, (e.g. Chapter 13 of the City Charter. Procurement Policy Rules) Executive Orders, and audit requirements.

- Prepare written justification and all documentation required for procurement processing and post-award actions; draft and develop contract documents, perform analyses, and monitor vendor qualifications on responsiveness and responsibility.

- Write memos and reports with policy recommendations for management

- Research grant opportunities for PMCS enhancements

- Maintain and update various spreadsheets and other PMCS trackers for either data or work processes.

- Participate in the analysis of technology solutions within the Division.

- Make recommendations for new and existing policies and procedures

- Responsible for reviewing contracts, and scopes of work, as well as initial and modified budgets.

- Must be able to respond to requests for information in a timely manner and handle escalation of incidents effectively.

- Will have primary responsibility for providing compliance oversight to various contractors.

- In the absence of the supervisor, may perform the duties of that position.

Qualifications:

- Must be proficient in Microsoft Office suite software.

- Strong understanding of NYC contract and procurement management software – PASSPort, Financial Management System (FMS), and others

- Strong understanding of housing issues

- Excellent project management and organization skills

- Excellent communication and interpersonal skills

- Proficiency in data analysis

- Knowledge of city government operations and relevant policies

NOTE: Only those candidates currently serving in the ADMIN Staff Analyst title, or comparable civil service title are eligible to apply.

NYC residency required

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
