**Description**
SAIC is seeking an experienced **Navy ICO/JICO** to support the Commander, Pacific Fleet (COMPACFLT) Ballistic Missile Defense Exercise (BMDEX) training program as a Ballistic Missile Defense (BMD) EHF-MTJ Data Link Operations-Planner Subject Matter Expert (BMD Data Link SME). The BMD Data Link SME has overall responsibility for overseeing, planning and coordinating all Tactical Data Link (TDL) communication requirements for Maritime/Joint and Coalition forces during Ballistic Missile Defense Exercise (BMDEX) and Fleet Synthetic Training (FST) events. Major responsibilities include the consolidation, validation, coordination, documentation and implementation of TDL requirements for FST/BMDEX events. This position may require occasional travel in support of planning conferences and exercise development. **Main location is San Diego, CA.**

**Specific duties include:**
+ Support BMDEX exercise development by planning and coordinating participation of all units/nodes in a data exchange environment that most closely meets those of real world operations.
+ Maintain SME knowledge on evolving defensive systems and threats to ensure introduction into training systems/capability. The position involves comprehensive knowledge of the BMD field and the ability to complete difficult and complex assignments.
+ Develop required exercise products: Satellite Access Requests (SAR), EHF Service Plan (ESP), Time Division Multiple Access Interface Processor (TIP) Port Plan (TPP).
+ Work with the Tactical Training Group, Pacific Technical Team to collaborate plans and architecture(s) to meet Navy/Joint training objectives.
+ Review and provide feedback on Numbered Fleet Commander (NFC)/Carrier Strike Group (CSG) OPTASK Link Supplemental guidance messages.
+ Understand the detailed data exchange requirements of the various operational areas in which Naval forces deploy and how to exercise that capability to ensure participating ships/staffs obtain the highest degree of mission readiness.
+ Support military mentoring of participants, providing configuration guidance on data link/information exchange requirements during the planning phase of an exercise.
+ Support military assessment by providing a detailed evaluation of participant performance based on NMET/JMET conditions and standards during exercise execution.
+ Liaison closely with Navy; agency, joint, and coalition counterparts on BMD-related issues and development of training system requirements.
+ Support development of progressive, advanced and challenging BMD synthetic-distributed training scenarios that stress tactics, techniques, and procedures (TTP’s), which will facilitate rehearsal and refinement of procedures. This effort will include:
+ Being a member of a team of distributed training professionals in planning, coordinating, execution and assessment of BMD exercises in the Live-Virtual-Constructive (LVC) environment, to include assimilation of BMDEX into the Navy’s Fleet Synthetic Training (FST) program.
+ Providing accurate feedback and/or assessment of exercise results, to include assessment of Navy Mission Essential Tasks (NMETs).
+ Being prepared to brief senior Navy and joint leadership on exercise design, operational procedures and exercise assessment results.
+ Conducting analysis and recommend incorporation of new technologies into the training program to improve fidelity of the product and develop efficiencies.
+ Possessing knowledge and physical ability to embark upon and work within an inport AEGIS combatant's Combat Information Center to provide mentorship and assessment of the training audience.
**Qualifications**
**Job Requirements:**
+ Minimum of active Secret clearance.
+ Bachelors and a minimum of eleven (11) years of experience in the Surface Navy as a Naval Officer or Chief Petty Officer to include technical management experience and supervision of combat systems configuration, operations, testing, maintenance, and repair (additional years of experience accepted in lieu of degree).
+ Interface Control Officer (ICO) or Joint ICO certified with operational deployment experience or Fleet MOC experience.
+ Large-scale Joint live or synthetic exercise planning experience.
+ Extensive experience operating Tactical Data Links monitoring systems and troubleshooting techniques, to include:
+ Tactical Information Coordinator (TIC) qualification and afloat experience on board a BMD-configured AEGIS ship
+ Understanding of capabilities and limitations of all current TDL systems and experience operating in a multi-ship/Strike Group/Joint link environment.
+ Knowledgeable of employment and functionality of TDL monitoring and troubleshooting systems available and used tactically in the Fleet today.
+ Experience managing a Common Tactical Picture; experience overseeing Common Operational Picture, Common Tactical Picture, and Tactical Data Link interfaces.
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
