JOB DESCRIPTION

The successful Contract Specialist will provide technical quote review and advisory support in coordination and collaboration with Government Contracting Officers and in accordance with the Federal Acquisition Regulation (FAR) and client policy and procedures. This position requires a full commitment to the evaluation process and cooperation with the Government Acquisition Team (Contracting Officers, Contract Specialists, Program Management).

Support will include, but is not limited to:

Attending Evaluation Training sessions.

Will contain direction on Ethics Considerations, Conflict of Interest, Procurement Integrity Act, SSA/CO Roles & Responsibilities, Duties of the Evaluators.

Creating system accounts and attending appropriate training.

Reviewing a copy of the solicitation, with particular emphasis on Section L and M.

Securing all working notes, files and/or comments related to the evaluation in a physical or virtual location as designated by the Contracting Officer.

Conducting a comprehensive review and evaluation of technical quote volumes and projects against the approved evaluation information.

Providing independent advice in the form of a draft score (not final vote or decision) to be reviewed by the Government.

Recommending the need for Clarifications or Discussions based on independent assessment of the proposal.

Attending evaluation meetings to discuss relevant areas.

Responding to queries from the Contracting Officer or Contract Specialist

Documenting findings and validation in the areas identified by the Contracting Officer or Contract Specialist.

Providing technical review evaluation scoring and advisory notes in Symphony.

Sharing technical quote review and advisory lessons learned with the Project Manager.

Logging the status in the overall tracking sheet and/or providing status of review to the Contracting Officer or Contract Specialist for inclusion in the overall tracking sheet.

QUALIFICATIONS

A Bachelors degree from an accredited university or college or equivalent experience substitution.

Eight (8) years of federal contracting experience including 4 years of technical evaluation experience for large multiple award contracts preferred.

FAC-C Level III or DAWIA Level III certification (preferred).

Must have experience with the Federal Acquisition Regulation (FAR).

Excellent communication skills both verbal and written.

Ability to interact professionally and collaboratively with others exhibiting decorum and discretion at all times

Individual must be self-motivated, a fast learner and able to complete tasks with minimal direction and supervision

Must be a U.S. Citizen

Must be able to obtain favorable adjudication of security screening/background investigation.
