PURPOSE OF CONSULTANCY
A PAHO Consultant may be engaged on a full-time or part-time basis for the purpose of performing a specific time-limited piece of work for PAHO in a technical advisory capacity or consultative capacity. Examples of the type of work for which a consultant contract should normally be issued are: analysis and advice on public health, medical, scientific or other health and related technical issues in countries, including the analysis of the national health situation, evaluation of national health programs, the establishment of local alliances and networks; direct technical assistance to address a particular health issue in countries (including disease outbreaks, response to emergencies, specialized training, research, development of policies, norms and protocols, etc.
A national consultant is a locally-recruited national and/or a resident of the country where the work is to be performed. The work performed by a national consultant is local or national in scope and normally supports PAHO technical cooperation programs in the country. A national consultant will normally be hired for periods not exceeding a continuous duration of up to one (1) year, renewable, for the same tasks as described in the Terms of Reference, within the same work plan and/or project. Upon completion of a series of continuous or non-continuous contracts equaling 48 months maximum.
Pay Band A-Junior level covers junior level consultants at a level equivalent to the P.1 and P.2 levels for tasks that require professional level skills but not necessarily extensive practical experience.
Hiring managers will be responsible for reviewing the consultant contract and for ensuring that: the services to be rendered match the criteria of the type of services to be provided by the consultant pursuant to the Consultant Policy; and that decisions on contracting and all other matters of substance are taken in accordance with policy provisions.

DESCRIPTION OF DUTIES:
CONSULTOR NACIONAL, DETERMINANTES AMBIENTALES DE LA SALUD (DAS) EN EL DEPARTAMENTO DE PIURA, PERÚ
El Consultor Nacional deberá:
1. Contribuir con programas y proyectos locales para la reducción de enfermedades relacionadas al agua, saneamiento e higiene (ASH), mediante el enfoque de seguridad sanitaria y gestión del riesgo.
2. Impulsar la cooperación sectorial e intersectorial para el fotalecimiento de capacidades departamentales relacionadas con los DAS en la región asignada.
3. Promover actividades de formación y capacitación para el personal de salud y ambiente en coordinación con las instituciones locales y del nivel central.
4. Participar en la cooperación técnica de la OPS/OMS en el país, para el análisis de los principales problemas de salud, relacionados con los DAS.
5. Contribuir en la actualización de la información y análisis de salud de la Representación de OPS/OMS Perú, especialmente en los temas afines a la consultoría.
6. Ejecutar tareas prioritarias del plan de trabajo semestral asignado correspondiente a los DAS.
7. Participar activamente en el trabajo inter programático de la OPS/OMS de Perú.
8. Asistir, según el plan de trabajo, a las convocatorias de reuniones, misiones de campo, evaluaciones conjuntas o intervenciones de salud pública relacionadas con la cooperación en los DAS de la OPS/OMS.
9. Participar activamente en la respuesta ante posibles emergencias o desastres asociados a los factores ambientales y su impacto en salud colectiva.
Competencias
Experto en factores ambientales y sus impactos en la salud colectiva.
Experiencia en evaluación de impacto y análisis de sensibilidad.
Dominio teórico y práctico actualizado con los temas de salud ambiental, particularmente en el diseño, formulación, negociación, desarrollo, monitoreo y evaluación de planes y proyectos.
Orientación sobre el funcionamiento de los sistemas de salud en general.
Visión actualizada del sector salud y ambiente en general.
Conocimiento de la cooperación técnica de la OPS/OMS y del Sistema de Naciones Unidas (SNU) en general.
Comprensión de temas relacionados con la gestión y cooperación de: Agua, Saneamiento e Higiene (ASH), calidad de aire, convenio de Minamata , residuos sólidos hospitalarios y seguridad química.
Gestión de equidad hacia poblaciones vulnerables
Habilidades/Conocimientos Técnicos Especializados Capacidad de síntesis para la redacción de informes y documentos, así como para realizar presentaciones orales y escritas.
Capacidad de innovación y creatividad para la cooperación técnica en un entorno de múltiples instituciones de gobierno, la cooperación internacional y organizaciones de la sociedad civil.
Habilidades en la elaboración de informes y documentos técnicos en su área de competencia.
Carácter proactivo para el trabajo en equipos multidisciplinarios, para asumir liderazgo colaborativo y para desarrollar tareas compartidas.
Experiencia en recopilación y análisis de datos en su campo de competencia.
Manejo eficiente de trabajo bajo presión.
Educación (Calificaciones)
Esencial: Ingeniero(a) sanitario(a) o ambiental, o profesional de la salud en áreas afines a la descripción de la contratación.
Deseable: Posgrado en salud pública o epidemiología ambiental.
Experiencia
Esencial: Cinco (5) años de experiencia de trabajo en salud pública y ambiente
Deseable: Experiencia en organismos internacionales
Idiomas
Dominio del idioma español y conocimiento de inglés a nivel técnico.
Conocimiento de Sistemas de Cómputo
Manejo avanzando de herramientas de computación (Microsoft Office y análiais estadístico entre otros).
Información adicional importante La sede de la consultoría será en Piura, Perú, por lo que el profesional seleccionado deberá establecer su residencia en dicha ciudad. No se pagarán costos de instalación en el lugar de la consultoría.
El postulante debe estar acreditado para trabajar en el Perú.
Pago mensual entre PEN 7,697.00 y PEN 10,496.00

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by PAHO/WHO.
