SVP/VP Operations

PURPOSE

The Senior Vice President of Operations will plan, direct, coordinate, and oversee operations of all current operating facilities as well as maintain oversight of health, safety, and regulatory compliance activities in the Company, consisting of approximately 375 personnel at 22 terminal locations nationwide. Provides leadership to terminal and customer service operations, ensuring development and implementation of efficient and cost-effective systems to meet current and future demands of the organization as well as exceed customer expectations. Provides guidance and strategic vision to the operations group.

DUTIES AND RESPONSIBILITIES

Supervises the activities of the Directors of Operations. Responsible for department staff recruitment, training, performance management, compensation, and corrective action. Provides advice to all levels of operations management regarding staffing issues.

Supervises Vice President of Health, Safety, and Environmental. Assists HSEQ department representatives in developing, implementing, and enforcing Company policies and procedures to promote and ensure a safe and environmentally responsible workplace. Ensures regulatory compliance. Supports and leads, as necessary, emergency response management related to spills, injuries, and natural disasters.

Makes recommendations to management on corporate strategies, objectives, projects, and policies for the Company. Oversees implementation of operational activities to achieve strategic objectives of the Company. Recommends modifications to existing corporate programs.

Provides management with timely reviews of the Company’s operational status and progress in its various programs and activities.

Works with Human Resources to ensure compliance with Company policies and procedures as well as local, state and federal laws. Coordinates activities with Human Resources to ensure that recruitment, retention, employee relations, performance management, employee progression and development programs, and other human resource issues are effectively and efficiently implemented and executed. Supports the Diversity, Equity and Inclusion initiatives of the Company. Confers with and supports HR during union negotiations.

Works with and provides advice to commercial department in reviewing and qualifying business opportunities. Participates in the commercial process through product review and approval, proposal review and approval of operating expenses and capital expenditures related to growth projects, and project implementation. Liaises or resolves sales/customer issues as needed.

Reviews P&L statements monthly with operations managers. Reviews monthly billings and tank usage reports. Works with managers to ensure profitable operations and maintain or improve operating margins.

Oversees the development of annual operating budgets for each terminal. Monitors capital spend throughout the year and makes recommendations for spending adjustments during the year to address items of significance that develop.

Develops and submits for approval capital improvement projects and capital budget recommendations for capital allocations to terminals to sustain and or improve operations capabilities and maintain regulatory compliance.

Works with the finance department on the Company’s systems of accounts and provides financial information as requested. Maintains records of Company assets.

Analyzes and interprets information to determine source of problems and/or opportunities and leads discussions to minimize issues and maximize opportunities.

Reviews any on-site incidents and works with managers to implement corrective actions as well as preventative measures to prevent reoccurrence.

Prepares and timely submits various management reports as required for, and including but not limited to, management discussions, due diligence related to acquisitions, and meetings of the Board of Directors and its committees.

Maintains good working relationships with staff, acts professionally, and positively represents the Company. Interacts and communicates with customers, third party business partners and other staff in a professional and appropriate manner and responds to and gives feedback in a respectful and positive manner.

Travels to the terminal sites on a regular and ongoing basis. Participates in relevant and mandatory training.

Participates in meetings of the Board of Directors and its committees.

Supports team efforts, actively works to generate respect and enthusiasm, cooperates with others, and actively learns from other team members.

Supports the Company’s Environmental, Social, and Governance initiatives through stakeholder engagement.

Participates in local/state/regional/national organizations to further the interests of the Company as needed (ILTA, Houston Port Bureau Association, etc).

EDUCATION, TRAINING, LICENSES, MINIMUM EXPERIENCE, SKILLS, LICENSES, AND QUALIFICATIONS

BA/BS in Management/Finance/Engineering or similar degree.

Ten years of terminal/refinery/chemical manufacturing/logistics experience.

Ability to read, analyze and interpret general business and professional journals, technical procedures, governmental regulations, financial reports and legal documents.

Ability to read, write and speak English fluently.

Project management knowledge.

Experience and ability in working with and evaluating contractors and subcontractors and similar vendors.

Ability to create and monitor budgets and skilled in cost estimates.

Knowledge of pertinent laws, codes, and regulations.

Customer service focus.

Ability to effectively present information, communicate with, and respond to questions and complaints from management, staff, customers, third party business partners, and the general public.

Attention to detail.

Ability to write reports, correspondence, and procedures.

Ability to interact with others in a professional and appropriate manner and to establish and maintain effective working relationships with others.

Proficient with computers and applicable software (Excel, Word, Outlook, ERP system).

Ability and experience in managing staff.

Ability to solve problems and interpret a variety of instructions, policies and data.

Physical Requirements/Activities: While performing the duties of this position, the individual is regularly required to stand, walk, sit, use hands to finger, handle and operate tools and equipment, reach with hands and arms, balance, kneel, bend, carry, reach, push, pull, lift, twist, grip, and communicate (talk and hear). 80% of the time is stationary/sitting. Air and automobile travel required up to 50% of the time. Specific vision abilities required include close vision. Sustained mental effort is regularly required.

Location: The position is located at the Corporate Headquarters in Houston, TX. The individual is expected to work in the office when not travelling.
