Summary
The Department of Adult and Juvenile Detention (DAJD) seeks a skilled business intelligence professional to join our team as a Senior Business Analyst/Data Scientist . This role will involve designing, developing, and continuously improving business intelligence solutions, providing crucial guidance for DAJD. The ideal candidate will work autonomously, leading studies and conducting analytical and statistical analyses on complex, multi-dimensional issues affecting various programs, policies, systems, and processes. Utilizing data-driven insights, the successful candidate will devise actionable strategies that align with the Department's goals to optimize efficiencies in policy, organizational structure, process improvements, inter-agency data collaboration, and service delivery initiatives.

The Department of Adult and Juvenile Detention is a professional and nationally recognized organization that supports safe, vibrant, and healthy communities in partnership with other criminal justice and human service agencies.
This recruitment may be used to generate a pool for future Career Service, Term Limited Temporary (TLT), and Special Duty Assignment (SDA) positions that may occur in this classification. The pool would be valid for 12 months upon creation and may be extended at the discretion of the hiring authority.
Job Duties
The job description is an overview and is intended to describe the general nature and level of work being performed. It is not an exhaustive list of all the functions and tasks required of this position.
Design, develop, implement, and maintain reporting tables, metrics, and reports that drive key business decisions using approved Microsoft and third-party BI applications.
Prepare performance dashboards, regular performance reports, and summaries of results and interpretations of findings for a wide range of audiences including agency leadership, employees, community representatives and Senior County Officials.
Conduct business analytics, research data, and create visualizations and tools to help inform data-driven decisions.
Utilize excellent verbal and written communication skills to interact professionally with diverse groups, senior leaders, managers, subject-matter experts, and convey technical information to non-technical users.
Maintain system data and system integrity by evaluating and coordinating the correction of system problems, developing solutions, and resolution documentation.
Analyze, design, and monitor system functionality. Gather, define, and translate complex system requirements into functional specifications. Document findings and specifications, develop system integration test plans, and propose efficiencies and business process improvements.
Research, design, data map, develop, test, implement, train and document enterprise application systems; BI reports, application modifications, business process improvements, system configuration changes, and other related application functions.
Analyze and test proposed system interfaces, enhancements, and upgrades prior to implementation. Develop acceptance criteria.
Lead and work closely with other multidisciplinary teams to complete complex studies and analyses to define business requirements and alternative options for improvements for a variety of operational, procedural, and management issues.
Act as consultant and primary advisor to all levels of management across division and department lines, partner agencies, County leadership and serve as an expert technical resource for cross-functional, inter-departmental, cross-agency projects and project teams.
Support business teams in identifying and delivering significant and quantifiable business process improvements through the application of process improvement methodologies.
Lead the education and training of multidisciplinary team members in the use of performance feedback systems and visual management tools to assess the health of the organization.
Apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of this work.
Provide support and training to end users on system software and tools.

Experience, Qualifications, Knowledge, Skills A Bachelor's degree in Information Technology, Business, Public Administration, or related field accompanied by at least 3 years relevant experience in business process analysis and improvement experience. This experience should include a minimum of two years in facilitation or leadership roles; OR,
Any combination of experience/education/training that has equipped individuals with the required knowledge, skills, and abilities to perform the work
Knowledge/Skills/Experience
Advanced expertise in analysis, design, development, and maintenance of complex business and data management systems
Knowledge and experience with data warehouse development and maintenance, preferably Microsoft Azure Synapse Analytics
Proficiency in Data Visualization tools such as Power BI and/or Tableau
Familiarity and application of project management techniques, methodologies, and tools
Competence in applying statistical analysis of variance concepts for identifying benchmarks, trends, and anomalies
Ability to analyze qualitative and quantitative data, solve intricate analytical problems, and provide recommendations based on thorough data analysis
Understanding of group dynamics and change management methods Capability to coach, mentor, train, and teach adult learners effectively
Experience in facilitating small and large group meetings, process improvement workshops, and discussion groups
Effective verbal and written communication skills, including preparing clear, concise reports and delivering presentations to diverse audiences
Ability to collaborate with individuals from varied backgrounds and organizational roles, fostering open communication and maintaining collaborative relationships
Proficiency in team building Strong customer service orientation and knowledge
Proficiency in using office software programs including word processing, spreadsheet, database, statistical analysis tools, presentation, cloud-based collaboration tools, and email
Understanding of equity and social justice principles
Experience in working with diverse groups including executives, senior leaders, managers, subject matter experts, customers, technical, and non-technical audiences
Desirable Skills and Experience
Data processing languages/tools such as SQL, FetchXML, DAX, python
Knowledge of Microsoft Power Automate
Knowledge of Microsoft Dynamics 365 design/management
SharePoint site design/management
Knowledge of process improvement methods and techniques such as Lean and Six Sigma
Knowledge and/or experience with GIS tools such as ArcGIS, etc.
Experience in corrections, or other criminal justice or 24 X 7 operating organization.

WORK SCHEDULE: This position will work a 40-hour workweek. Standard hours are Monday through Friday, 8:00 a.m. to 5:00 p.m.
This position is exempt under the provisions of the federal Fair Labor Standards Act (FLSA),
meaning that it is not eligible for overtime pay or compensatory time accrual, and the incumbent will be required to work the hours necessary to meet position responsibilities.
WORK LOCATION: The work associated with this position will be performed through a hybrid work model that will require both onsite and remote work. The ratio of remote to onsite work will be dependent on business needs and is subject to change.
The primary onsite work location for this position is the King County Courthouse at 516 3rd Avenue, E 245, Seattle WA 98104. However, candidates must be willing and able to report to work at different secured detention facilities in Seattle and Kent.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and, when working remotely, must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
