Panagora Group seeks a CountrySupport Coordinator to join the five-year USAID-funded Localize Global HealthSecurity (LGHS) project. The project will work in priority countries under the USAID Global Health Security Agenda to strengthen global healthsecurity capabilities of local partners and address critical health securitygaps as defined in national health security action plans.
The Country Support Coordinator willprovide a broad range of project management, financial management, andoperational support to several LGHS countries. The Country Support Coordinatorwill report to and work in close collaboration with the Country Support Managerto backstop country activities and support local entities, including in-countryGrants Engagement Managers, as well as local grant and technical assistancerecipients.
This is a full-time position based in theWashington DC area and may require occasional travel to project countries.
Duties/Responsibilities:
ProgramManagement
Support implementation of project activities at the countrylevel.
Facilitate communications between home office, in-countrystaff, and technical and management staff to ensure regular, opencommunication, including notetaking at routine team meetings.
Participate in day-to-day interactions with the in-countrygrants engagement managers and provide logistical support to ensure thatcountry program implementation is moving forward in alignment with expectationsand work plans.
Ensure that adequate systems and resources are in place andpropose corrective action where necessary to realize project commitments.
Support the timely development and submission of annualcountry work plans and budgets in assigned LGHS country programs.
Support the development and submission of progress reports(semiannual and annual reports) and other deliverables in LGHS programcountries.
Support financial management and administration of countryprograms to ensure the effective, efficient, and compliant operations ofcountry programs.
Assist with the development and oversight of countrybudgets. Support in reviewing and reporting project financials; track projectactivities and cost categories in line with the approved budget, forecasting,and evaluation of burn rate.
Interface with functional support areas, including the LGHSHQ Activity Management Team (AMT), Finance & Accounting (F&A) Manager, Grantsteam, and peers to ensure that country programs are managed in accordance withLGHS and Panagora policies and procedures, comply with USAID rules andregulations, and comply with local laws.
Establish, maintain, and develop a smooth workingrelationship with activity staff, consultants, and clients.
Provide project management and analytical support in ad hocproject-level initiatives, keep the Country Support Manager appraised on issues,and work closely with the country support team to troubleshoot these andidentify the appropriate course of action.
Assist with meeting logistics, including scheduling,preparing agendas, sending appointments, taking and circulating notes, andfollowing up on action items after meetings.
Support logistics for the provision of country-leveltechnical assistance; draft and initiate requests for approvals to USAID, coordinatetravel arrangements, review and process expense reports for approval.
Support HR related processes at the country level; trackconsultant assignments and billing to support the correct and timely completionof timesheets.
Establish and maintain a smooth working relationship with projectstaff, consultants, and clients.
Coordinate and collaborate with other Country SupportCoordinators on shared tasks.
Support Local Grants Program
Support the implementation of the grants under contractprogram in compliance with Panagora’s policies and procedures and standard ofpractices, as well as relevant USAID requirements and regulations.
Participate in grant review meetings and support resolutionof issues raised.
Liaise with the in-country grants engagement managers (GEMs)and the HQ-based director of grants and grants coordinator to ensure agreementand contractual obligations are being met and in accordance with donorrequirements. Help ensure all documentation is being completed, and thatprocurements and delivery of goods to grantees are moving forwardappropriately.
Knowledge Management
Work with the Knowledge Management Specialist to increasevisibility of LGHS country work and successes stories at both local and globallevels. Support development of content for the LGHS website, including impactstories and blog posts, to ensure the provision of regular updates.
Foster cross-country and global/country learning andexchange in collaboration with the KMC specialist. Ensure effective, efficientcommunication between LGHS teams at global and country level and broad sharingof country level activities, plans and performance.
Help identify promising practices, and opportunities forenhancing programs through lessons learned and innovations.
Requirements Bachelor’s degree required, master's degree preferred inpublic health, social sciences, international development, or a related field.
At least 2 years of experience in international developmentprogramming.
Results oriented with strong decision-making skills andproject management acumen.
Excellent English language skills, both written and spoken,with strong presentation, communication and editing skills. Ability to provideproject updates, draft success stories and other documents in a clear andarticulate manner.
Interpersonal, cross-culture communication, and sensitivity skills;experience in developing collaborative relationships, particularly with country-basedstaff; team player who seeks and can build consensus.
Demonstrated self-starter with strong initiative andself-motivation, with a commitment to teamwork and effectiveness within anonhierarchical and participatory environment.
Strong organizational skills; attention to detail and timemanagement.
Demonstrated ability to manage multiple activitiessimultaneously and work in a complex environment with teams whose members arephysically located in different time zones and geographic areas around theworld.
Demonstrated experience following standard practices andprocedures, receiving general instruction and supervision, and contributing toprojects and initiatives, whether in an academic or professional setting.
Working knowledge of Microsoft software packages: Word,Excel, PowerPoint, Outlook.
English required; proficiency in one or more foreignlanguages, specifically French or Portuguese preferred.
