Duties
If you are selected as an Information Technology Project Manager, your responsibilities would include, but would not be limited to:
Conduct and lead business and functional requirements gathering processes required to identify information system requirements.
Develop overall project management strategy and approach for establishing an effective IT project team, manages and implements project plans (such as communications plan, scope management plan, time management plan, work breakdown structure, risk plan, budget plan and Procurement plan).
Lead and oversee the effective and efficient management of the team to achieve the project's goals and objectives of identifying, gathering, and maintaining information and information systems.
Manage project scope and estimate efforts using earned value management, as well as provides independent leadership to different projects and or teams regarding all phases of1the project delivery life cycle and is self-managing.
Manage and facilitate stakeholder meetings to develop plans. Elicit customer support in the development of plans and finalizing project schedule.
Manages the identification and coordination of technical activities with technical teams for projects.
Proactively manages technical risk and mitigation plans for projects. Prioritize technical tasks and sequence of tracks of work.
Provides feedback to leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, both formally and informally.
Knowledge of methods for researching and analyzing external products to determine their potential for meeting organizational standards and business needs.

To qualify for this position at the GS-14 grade level, you must have one year of specialized experience equivalent to the GS-13 grade level obtained in the Federal or Public sector. (Specialized experience is paid or unpaid experience which has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position.) Examples of specialized experience include such duties as:
1. Applying analytical processes to the planning, design, and implementation of new and improved information solutions to meet business objectives and customer requirements.
2. Conducting business process modeling/reengineering, feasibility studies, and trade-off analyses to assess new design methodologies to improve IT services and support platforms.
3. Providing technical leadership and expertise on IT projects; evaluating and recommending the adoption of new or enhanced approaches to delivering and optimizing IT services.
4. Strategic Planning; developing short and long-term project plans, analysis of proposed enhancements, and preparation of cost analysis studies.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade level (or equivalent).
