Job Description

To help continue our rapid growth and solve our clients' toughest problems within the State Health and Human Services sector, Resultant has an opportunity for an experienced and proven Senior HHS Consultant to lead projects with state and/or county health and human services agencies. The Sr. HHS Consultant will be expected to bring expertise delivering technology projects within domains such as public health, Medicaid, home and community based services (HCBS), behavioral health, care coordination, disease control, health equity, aging, child welfare, etc.

As a Sr. HHS Consultant, you will be responsible for soliciting client requirements, developing thoughtful recommendations around solution design, decomposing functional requirements into technical delivery tasks, and engaging with delivery teams as the voice of the customer to ensure successful solution delivery. This will include creation of discovery plans; facilitating discovery sessions with client, 3rd parties, and internal stakeholders; review of documentation; capturing detailed process flows, documenting functional and technical requirements; generating functional and technical deliverables; and leveraging project management tools like Jira to manage technical execution. It will also include working with key stakeholders to set the vision, strategy, and goals of the project. Finally, it will include leading a team of functional and technical people in achieving these goals.

Responsibilities:

Owning and managing the requirements process to ensure that functional and technical requirements are understood and prioritized in a way that drives meaningful outcomes.

Lead discovery sessions that are creative, engaging, and meaningful by empathizing with the client and focusing on their needs. The goal is to ensure the client leaves each meeting feeling energized and excited about the next one.

Engages collaboratively with the team/clients in a way that ensures alignment with strategic objectives which drive positive outcomes.

Applies deep empathy and awareness of the needs of stakeholders by creating process maps, wireframes, use cases and other incredible documentation which is effective at increasing the understanding of complex business and technical ideas.

Draw upon your deep expertise and knowledge of the HHS domain to fearlessly solve problems and creatively implement solutions which enable your coworkers, client, and community to thrive.

Facilitate complex technical and business discussions with clients and vendors.

Demonstrate your effective communication style by building trusted relationships with your clients and coworkers.

Manage agile project delivery through the use of modern tools like Jira, Confluence, Miro, Smartsheets, DevOps, etc.

Qualifications

Some of the skills we are expecting are. . .

Bachelor's degree in relevant field of study

5+ years of experience in business analysis or related role.

Experience working in or with state and/or local health and human services programs and agencies.

Spectacular communication skills (written, verbal, presentation).

Superior research and problem-solving skills founded on analytical rigor, strategic thinking, and strong business judgment.

Unmatched analysis skills required, with experience in understanding customer business needs and translating those needs into actionable requirements.

Experience with technology implementation projects

Experience in understanding a project scope and actively managing the deliverables you create to maintain adherence to the objectives set for the project.

Experience with maintaining requirement traceability

Experience with Atlassian JIRA (or Azure DevOps) and helping to manage a project backlog

Experience with working alongside QA efforts and solving issues.

Experience with Office 365, Google suite, MS Visio, LucidChart, or Miro

Experience with multiple project types (Agile, Waterfall, Hybrid)

Experience working both independently and in a highly collaborative team setting.

Experience working in an environment with deadlines.

Experience with leading and mentoring other HHS Consultants

Preferred Qualifications

Master's degree in relevant field of study

Understands the practice of empathy driven human-centered design.

Experience with business analysis frameworks and methodologies.

Experience with Healthcare data interoperability (FHIR, HL7)

Experience with Social Determinants of Health

Experience with Google Cloud technologies.
