The Department of Natural Resources (DNR) is looking for a  Budget Director  to provide budget planning and management services for our agency. As the leader of the agency's budget team, you will help to ensure that program activities and funding fit the broader context of DNR's mission and goals. You will work to support financial compliance with state and federal laws, regulations, and reporting requirements. As DNR's Budget Director, you will be involved in budget planning, cost allocation model development and administration, analysis, and monitoring agency programs and initiatives. You will serve as a strategic budget expert, providing leadership, research, analysis, and recommendations on complex and often unprecedented issues that have budget, policy, and natural resources impact. You will provide sound and thorough budget and financial analysis for executive management and staff with assist with key decision making.

Duties

Specific Responsibilities:

The Budget Director will oversee and monitor DNR's 2023-25 $940 million biennial operating budget and $337 million biennial capital budget which include the management of five (5) trust management funds, twenty-five (25) dedicated funds, and other state, federal and private funds. As the Budget Director, you will ensure appropriation and revenue limits are not exceeded and funds are used in accordance with enacted budget legislation. Further, you will ensure DNR complies with the Budgeting and Accounting Act requirements, including assurance that divisions, programs, and regions consistently follow DNR budget processes.

Manage all aspects of DNR budget activities (operating and capital) for agency programs.  This includes directing the activities of staff responsible for all aspects of the agency's budget (operating and capital), including the development of biennial/supplemental budgets, preparation of allotments, fiscal notes, decision packages, year-end budget activities, and managing expenditures. The Budget Director must engage executive, division, and regional staff in the production and analysis for the monthly budget reports which compare year-to-date and projected year-end expenditures with the enacted budget. In addition, the Budget Director oversees the monitoring and projection of fund balances, reflecting the latest revenue forecasts, legislative actions, and spending projections. When issues arise, the Budget Director initiates corrective action in partnership with program leaders and staff. The Budget Director coordinates the establishment and maintenance of the agency's financial account structure to ensure that DNR is sufficiently tracking fiscal details for internal and external reporting. During legislative session, the Budget Director coordinates the agency's preparation of fiscal notes on proposed legislation. To assist in the execution of budget provisions, the Budget Director often is called upon to organize and lead collaborative, multi-disciplinary teams comprised of other fiscal, policy, and program.

Provides operational and strategic leadership on budget development and implementation issues. This includes providing internal agency leadership and consistency on budget development and management issues using policy, education, and influence. Some examples include the following:

· Assisting with complex decision packages and fiscal notes that outline issues with current funding and/or initiate policy proposal to address future fiscal needs.

· Collaborating with executive management and staff to ensure linkages between budget strategic/business planning, data, and program management

· Providing recommendations to executive management on long-term agency vision with respect to balancing forecasts, legislative action, capital capacity and financial impact.

· Identifying potential problems and recommend strategic actions and options, drafting necessary policy revisions, and making independent judgement regarding highest and best use of agency resources.

Trains and mentors staff in budget processes, principles, and tools.  This includes directly supervising the agency Budget team, comprised for two WMS Budget Managers who in turn supervise five budget-related staff. The Budget Director has overall responsibility for recruitment/selection, performance management, and training/development for these employees. In addition, the Budget Director ensures that agency staff at division and regional level are trained on state budgeting processes and DNR budget requirements, including providing consultative services to programs with the goal of achieving effective and uniform processes and data across all DNR programs. The Budget Director also facilitates the support the resolution of grievances and disputes related to budget issues.

Engages in collaborative planning, establishing operating plans to continuously improve budget and financial operations at all levels of the agency.  This includes developing and implementing innovative approaches to designing, developing, and implementing agency accounting and budget policies and procedures within the framework for state and federal rules, regulations, and laws. In addition, this includes leading project teams of internal and external stakeholders to design, identify, and implement new and/or improved systems, procedures, and tools.

Qualifications

Required Qualifications:

· Bachelor's degree in public administration/policy, finance, accounting, or related field from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA).

AND Eight (8) or more years' professional experience with organizational budgeting and/or accounting and financial management, including preparing and implementing budgets; and Three (3) of the eight years should have been supervising staff in the conduct of these duties.

OR An equivalent combination of education and/or experience.

· Must have excellent written and verbal communication skills and must be able to interpret and present complex information for broad audience use.

· Ability to manage multiple projects and accomplish objectives within given time restraints.

· Ability to establish and maintain a strong rapport with individuals both inside and outside the agency executive management, division/program/region managers, and staff.

Special Requirements and Conditions of Employment:

· Maintain regular and reliable attendance. Successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in- service, and other required training. Become familiar and comply with all policies and procedures and Collective Bargaining Agreements as applicable.

· Provide physical residential address and home telephone number to the agency.

· Travel throughout the state. Must be willing to make overnight trips as needed for required meetings/training. Travel to facilities under hazardous road and weather conditions.

Desired Qualifications:

· Master's degree in business administration, accounting, finance, economics, public administration, public policy, from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA).

· Greater than 8 years of experience as described below and more than four years of experience include supervising staff:

o financial field with proven experience in dealing with complex environment and issues;

o analytics involving multiple funding sources and high volume of complex data and systems; and, budget concepts and operations.

· Working knowledge of the state's Agency Financial Reporting system (AFRS), agency budget structure and associated processes; Budget Development System (BDOS), and Budget Allotment System (BASS), and Office of Financial Management (OFM) budget instructions;

· Proficient in Microsoft Excel and Word and with the Washington State fiscal policies, systems and data;

· Experience in supervising managerial staff (staff that supervise other staff);

· Knowledge of natural resources' program activities; and,

· Knowledge of state and federal provisions that impact the financial management of natural resources' program activities.
