Evoke is seeking a Technical Program Manager (TPM) to join our team!
Responsibilities:
Responsible for all Contractor work performed under the contract
Provide Cost Forecasting experience and be able to respond to COR questions regarding contract cost estimation, variance, burn, etc.
Provide technical subject matter expertise, program management, program analysis and reporting, documentation, and/or strategic planning and overall management as required to support to the task order
Works independent of supervision
Oversees multiple task orders under a contract end-to-end, and assists in the direction of program level activity and associated team personnel
Responsible for the cost, schedule and technical performance
Participates in the negotiation of contract and contract changes
Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of the contract
Acts as a primary point of contact for all program activities, leading or participating in program review sessions to discuss cost, schedule, and technical performance
Maintains positive relationships with multiple customer contacts
Manage day to day program activities and exercise control over personnel responsible for specific functions or deliverables of the program
Help identify and develop new or expanded business opportunities with the customer
Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications
Directs the work of employees assigned to the program from technical and administrative areas
Provides management support for the planning, implementation, and tracking of complex task area deliverables, including planning, resourcing, implementation, control, and evaluation management
Experience directing technical cross-discipline teams to ensure service deliverables meet with customer expectations
Manages program risk, including day-to-day operational aspects of multiple work products
Provide technical and analytical guidance to the customer executive team
Integrate and translate complex concepts into tactical action plans and roadmaps
Direct high-level enterprise architecture analysis, evaluation, design, integration, documentation, and development within existing software development culture while driving improvements and transformation.
Provide detailed analysis, evaluation, recommendations for modernization or improvements, optimized development patterns, and/or client-specific or mission critical challenges/issues
Provide thought leadership on how innovation fits into an existing culture and lead the change management activities needed to make an innovation practice relevant and successful
Work directly with senior executives of the enterprise to consult, coach, and advise on strategy, business alignment, enterprise architecture, information technology solutions, and the associated impact on the organization and its stakeholders
Coordinate resolution of highly complex problems and tasks, selling new ideas and concepts in support of operational goals and objectives
Professional Experience and Skills:
Experience directing programs to develop, maintain, and leverage solutions
Ability to identify program related or technical problems and recommend solutions
Strong interpersonal skills with ability to interact with all levels of professionals in a team environment
Excellent client-facing and internal communication skills
Ability to build and manage highly effective teams either on-site or remote
Capable of developing/implementing professional development plans and career maps
Ability to work with leadership and Human Capital to resolve issues with clients and employees
Knowledge of acquisition process, contracting, contract types, procurement processes, program/project management, federal government OCI awareness and mitigation planning
Education and Years of Experience:
Must have at least 10+ years of experience as a program manager or related
MA/MS Degree in an IT, Engineering, or related field
PMP certification preferred or demonstrable relevant work experience
Security Clearance
Applicants selected must be eligible to work in the United States, be subject to a background check, and meet eligibility requirements to receive NACI Tier 2 public trust clearance
Work Location
Remote with minimal travel (~10%)

The Technical Program Manager (TPM) will support traditional program management responsibilities including technical oversight for large scale software application development efforts, staff coordination, service deliverables planning / monitoring, contract reporting, cost estimating, Issue resolution, risk identification / mitigation, and executive status reporting material development and presentation. Must have strong organizational and communication skills, a willingness to learn, grow and expand capabilities. As one of our program’s primary customer interface, must be able to actively listen, understand customer expectations and concerns, and assure customer deliverable expectations are being managed and executed effectively. In addition, the TPM will be expected to drive, develop, maintain, and coordinate architectural strategy & roadmaps to effectively assist our customer in stewarding technology innovation programs and instituting full technology lifecycle management processes. They will also insure the program documents and implements appropriate technical guidelines or reference architectures, architectural decisions and approved design patterns, policies, and technical recommendations. The ideal candidate must be flexible, have a great attitude, and be willing to work outside of the box to accomplish our customer and program mission objectives.
