Health IT Program Manager - Public Trust clearance

IGS is currently recruiting for the position of a full-time Health IT Program Manager to support professional, scientific, and technical subject matter expertise services.

The mission is supporting the building of an engagement and digital data platform, mobilizing rich and constantly evolving data from electronic health records, biospecimens, and questionnaires, to physical evaluations, sensors, and other technologies. The program will support research at the intersection of lifestyle, environment, electronic health records, claims data, personal health information, and genetics to produce new knowledge, leading to the development of innovative prevention strategies and treatments for foundational health challenges.

Services include but are not limited to supporting strategic planning; analysis of existing and emerging health IT solutions, including incorporation of electronic health records along with other personal, biologic, and health data streams to support precision health research; requirements gathering; documentation, implementation, and operation and maintenance support for projects in all stages of their life cycle; and product and project management for the entire program.

Assignment of Work and Travel:

Nearly all work shall be performed at a Federally controlled facility in the Rockville, Maryland area and remote as needed.

Responsibilities and Duties (Included but not limited to):

Serve as the principal point of contact for activities under the program.

The program manager will receive direction from the COR and then delegate assignments, as necessary.

Provide program management, budget control and reporting, as required.

Solely manage, monitor, and report progress on all task assignments under the program.

Fulfill business functions of the company related to the contract.

Activities shall also include staff direction, quality assurance and quarterly program reviews.

Responsible and accountable for the data quality control and data validation plan.

The plan must contain SOPs, policies, and processes for assessing data quality and validating that data are correct, complete, accurate, and available always.

On a monthly basis, provide the COR with a brief written summary of all activities, their status, and expected activities for the upcoming month.

The Monthly Project Status Report shall include a list of all task assignments performed the previous month, open issues and recommended solutions, and plans for the next reporting period.

Provide executive experience and guidance to program initiatives including managing a team of individuals.

Develop and maintain plans, policies, and procedures for all project phases.

Requirements

IT Health Program Manager V PhD or equivalent in the biomedical sciences, or Masters + 2 additional years relevant experience; Bachelors + 4 additional years relevant experience; or 8 additional years relevant experience.

10 years general program/project management experience.

IT Health Program Manager III Bachelor's degree or equivalent in the biomedical sciences, or High School diploma or GED + 3 additional years relevant experience; Associates + 2 additional years relevant experience; or 4 additional years relevant experience.

6 years general program/project management experience.

Additional Requirements: Experience in fields related to health technology.

Experience leading large and complex engagements, client relationships, and/or work segments preferred.

Substantial experience in leading large product teams in the commercial sector.

Must have the ability to obtain an active Public Trust security clearance.

Must be eligible to work in the United States without sponsorship due to clearance requirement.

Ability to understand customers' needs and objectives.

Strong written and verbal communications and interpersonal skills to effectively work with the project team and various SMEs.

Must have exceptional time management and organizational skills.

Excellent research skills along with high attention to detail is critical.

Excellent analytical skills to understand how to connect the dots on trends and relevant information.

Strong computer skills and comfortable with the following software: MS Office Suite, Visio, Adobe products, Acrobat Professional; MS SharePoint

Strong process improvement initiatives and collaborative nature, identifying areas for improvement and providing suggestions for improvement on technologies and processes.

Preferred Qualifications and Core Competencies: Certified Scrum Master certification (CSM).

Project Management Professional (PMP) Certification.
