FINANCE MANAGER JOB DESCRIPTION

Job Title: Finance Manager

Organization: Kai Ming, Inc. is a non-profit 501(c)(3) organization that provides free full-day full-year and full-day part-year services to eligible children ages 0-5 years old in San Francisco, CA with funding primarily from Head Start, the California Department of Education, First 5 San Francisco and San Francisco Office of Early Care & Education.

Job Summary: Oversees and directs the program's accounting processes and related internal control environment, internal and external reporting, budgeting, and financial compliance activities of the Head Start program. Recommends and implements accounting and financial systems and related policies, procedures and processes to ensure that contract requirements are adhered to. Duties are performed in accordance with financial management techniques and practices consistent with the Office of Head Start, State and City requirements and regulations. Serves as financial advisor and provides thoughtful leadership and operation support to program leadership. Reports directly to the Executive Director.

Supervised Positions: Finance Generalist, Finance Analyst, Finance Coordinator

Essential Duties:

Timely and accurately presents and documents monthly and quarterly financial statements that properly reflect the factual results of Head Start, State and City funding, and guides management to achieve the approved budget.

Understands and stays current on Head Start Performance Standards (specifically fiscal) and other related State and City regulations and maintains knowledge of how the program will implement them.

Analyzes and monitors each HS program/center's spending, identifies potential problems and works with the Program Director/Managers on budgeting/spending issues.

Develops and educates Program Director(s)/Managers to improve financial planning and monitoring skills.

Designs, establishes, administers and documents accounting policies and procedures to ensure an integrated financial reporting system with appropriate internal controls.

Ensures compliance with OMB Circulars 2 CFR Part 200.

Serves as financial liaison with all funding sources and independent auditors to ensure compliance with funding source rules and regulations.

Calculates the impact of proposed initiatives, expenditures, and/or policy changes on the organization.

Serves as a strong voice throughout the project life cycle in risk assessment on project funding, allocations and the ability to meet goals and or outcomes based on financial health.

Conducts periodic internal reviews of policies, procedures and systems, compared with best practices.

Provides user-friendly financial management reporting tools for MIP accounting application that can be used for both planning and tracking budgets.

Provides direct supervision of staff as assigned and demonstrates mindful two-way communication approach.

Maintains strict confidentiality of HS program information and information pertaining to children and families in the programs.

Calculates and monitors administrative and non-federal cost portions to ensure compliance.

Compiles information needed for USDA/CACFP reimbursement; prepares claims for reimbursement and maintains proper supporting documentation.

Ensures that all general ledger accounts applicable to the program are analyzed and reconciled each month.

Ability to travel for meetings, conferences, and trainings.

Adhere to the Kai Ming Code of Conduct and all other internal policies and procedures.

Qualifications

Qualifications:

Education: Bachelor's degree in accounting required. Candidates with experience in Head Start programs will be given preference.

Experience: Minimum of six (6) years of experience working in a non-profit or equivalent environment with at least 3 years at management level. Has excellent written and oral communication skills, ability to work in a team environment, working knowledge of federal contracts, grant management, federal regulations and reporting requirements that govern non-profits.

Skills: Must possess well-developed management and administrative skills. Strong verbal and written communication skills. Ability to work effectively with all types of personalities in a team environment. Strong analytical and reasoning ability with superior numerical skills. Planning and organizational skills. Ability to establish credibility be decisive and work with minimal supervision. Ability to foster participative management practices within a team environment. Ability to handle multiple tasks and to work with outside agencies.

Computer Skills: MIP/Ablia accounting application experience preferred, Advanced in Microsoft Excel and Microsoft Word.
