ABOUT THE IT DIVISION:
Information Technology division is responsible for providing cost-effective and innovative technology leadership, supporting City departments and crafting a long-term technology plan. It supports all City functions and remains ready to analyze and address emerging needs and enhancements. This division also promotes the maintenance of citywide security and standards as well as the integration of data flow critical in developing an effective management information system.
ABOUT THE POSITION:
This IT Analyst I/II position will support the IT Manager in the overall responsibility of managing City's information technology resources, including the operation and control of computer hardware and software, telecommunications systems, and networking. With a focus on public safety, this IT Analyst I/II is a technical position designed to be the go-to IT person for the Police Department. Prior experience with Public Safety or technical administration for the public sector is highly desired.

Examples of Duties

Coordinates and performs professional-level work in assigned information technology service areas, programs, and/or functions, including administrative applications, enterprise systems, networking, telecommunications, security, public safety automated information systems, and project management. Participates in the development and implementation of new or revised programs, systems, procedures, and methods of operation; compiles and analyzes data and makes recommendations regarding equipment and facility needs; assists with vendor selection process including reviewing specifications for Requests for Proposals. Installs and maintains desktop computers, mobile data computers, body worn cameras for police officers, laptops, network servers, security firewalls, switches, routers, and related automated equipment and systems; determines whether equipment needs to be upgraded or replaced; manages and performs system/data backup and recovery procedures; provides remote capabilities for offsite users to connect to City systems; provides remote and on-site technical computer support services. Designs, implements, and supports automated information systems and information technology solutions for public safety activities; coordinates activities between the Police department, other City departments, and outside agencies to ensure the integration of technology systems and enterprise applications. Implements and maintains various public safety information technologies and systems including Computer Aided Dispatch (CAD), Records Information Management Systems (RIMS), Racial and Identity Profiling Act (RIPA) system, mobile computer applications, body worn cameras, Geographical Information Systems (GIS) applications, and surveillance camera system. Manages the interfaces with public safety and other databases including the California Law Enforcement Telecommunications Systems (CLETS), Criminal Justice Information Control (CJIC) and Crime Tracer. Represents the technical role of the Police Department with city, county, and state law enforcement agencies and associations. Performs other duties as assigned.

Minimum Qualifications
EXPERIENCE AND EDUCATION:

EDUCATION:
Equivalent to a bachelor's degree from an accredited college or university with major coursework in computer science, management information systems, business management, or a related field.
EXPERIENCE:
Information Technology Analyst I:
Two (2) years of professional experience supporting a comprehensive information technology program. Experience using systems such as Computer Aided Dispatch (CAD), Records Information Management Systems (RIMS), Records Information Management Systems (RIMS), Racial and Identity Profiling Act (RIPA) system, Mobile Data Computers (MDCs), body-worn cameras, and Geographical Information Systems (GIS) applications is highly desired. Experience working with Public Safety or the technical administration for the public sector is highly desired.
Information Technology Analyst II:
Four (4) years of increasingly responsible professional experience supporting a comprehensive information technology program, or two (2) years of experience similar to an Information Technology Analyst I with the City.
LICENSES & CERTIFICATIONS:
Possession of a valid California Driver's License, to be maintained throughout employment.
Supplemental Information
PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds.
ENVIRONMENTAL CONDITIONS
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing divisional policies and procedures.
