Serves as the chief information officer responsible for overseeing the use of information technology (IT) and digital strategies to support and advance the organization's overall business goals. The CIO will lead the IT department, ensuring the delivery of reliable, scalable, and innovative IT solutions and services that align with organizational objectives and drive efficiency, and effectiveness.
Essential Functions
Plans, organizes, and directs the activities and staff for effective management of information technology in the City of Glendale. Provides leadership and managerial guidance to staff responsible for IT infrastructure, network services, cybersecurity, software applications development and acquisition, telecommunications, and administrative support services. Develops and implements IT strategies and initiatives aligned with the organization's overall strategic objectives. Familiarity with the Balanced Scorecard method of strategic planning is preferred, but not mandatory. Monitors IT performance metrics, analyzes trends, and implements improvements to enhance IT service delivery and support. Develops short and long-range department goals and objectives and conducts continuous review and analysis of programs and technologies. Manages IT budgets, resource allocation, and vendor relationships to optimize cost-effectiveness and service delivery. Plans and oversees staff work with vendor organizations in the acquisition of computer hardware and software, and reviews appropriateness of their use in city operations. Collaborates with internal stakeholders across departments to understand IT needs and priorities, and effectively communicate IT plans, progress, and impacts. Builds strong relationships with external partners, vendors, and industry peers to stay abreast of IT trends and best practices.
Minimum Qualifications/Special Requirements/Success Factors
Bachelor's degree in Information Technology, Computer Science, Business Administration, or a related field (Master's degree preferred) and five to seven years of increasingly responsible management/administrative experience in a senior IT management role, with a track record of leading successful IT initiatives and managing complex IT projects.
Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.
Knowledge of:
Principles, applications, techniques, and state-of-the-art solutions related to IT infrastructure, systems design, software development, project management, and cybersecurity. Leadership, communication, and interpersonal skills, with the ability to influence and collaborate across all levels of the organization. Strategic thinking with a demonstrated ability to align IT objectives with organizational goals and drive digital transformation. Basic principles of budget preparation and management.

Supervise, train, and develop employees effectively Monitor and review programs and determine their effectiveness Determine the most effective utilization of equipment and human resources Communicate effectively in writing, and make effective oral presentations of technical information and ideas in a clear manner Establish and maintain effective working relationships with city staff, city officials, and vendor organizations
