Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland's $46 billion insurance industry and protects consumers by monitoring and enforcing insurers' and insurance professionals' compliance with State law. Through the diligence of a highly professional staff of market analysts, financial analysts, accountants, lawyers, law enforcement officers, actuaries, complaint investigators, and others, the MIA works to facilitate a strong and competitive insurance marketplace where consumers are well informed and treated fairly. Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities.

The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance. Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law. The MIA also has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job

This position will provide assistance in procurement contract preparation, processing and development of equipment, services, construction, supplies, information technology, and other needs, which must be obtained through the competitive or negotiated procurement process. The incumbent will be responsible for contract preparation and development functions associated with contract development from the initial stages until the contract has been awarded and executed.

POSITION DUTIES

The Maryland Insurance Administration is recruiting for a Procurement Officer I. The Procurement Officer I is responsible for procuring equipment, services, construction, supplies, information technology, and other needs, which must be obtained through the competitive or negotiated procurement process. This position ensures appropriate and consistent statewide interpretation of and compliance with State procurement or contract laws, regulations, policies, and procedures. Work requires extensive knowledge of COMAR Title 21 Regulations, and the policies and procedures established by the Department of Budget and Management, the Department of Information and Technology, and the Department of General Services.

The incumbent will review and analyze purchase requisitions and work with and advise MIA departments on the most appropriate procurement methods to use, such as negotiated awards, competitive sealed bidding, competitive sealed proposals, sole source or emergency in accordance with State Procurement laws, procedures, and regulations. The position will also assist with or conduct bid openings for competitive procurements or assist with or conduct debriefings of unsuccessful offers. This position requires the Advanced Purchasing and Inventory System (ADPICS) portion of the Financial Management Information Systems (FMIS) to facilitate the procurement process. The position will also act as the Agency's Minority Business Enterprise (MBE) Liaison Officer. This includes the preparation and management of MBE/SBR/VSB Annual and Quarterly Reporting requirements to be able to produce those reports independently for review by your supervisor and senior management, as well as other duties such as outreach, etc.

MINIMUM QUALIFICATIONS

Experience: Six years of experience, two years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions and an additional four years of professional contract management experience or professional procurement experience.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the additional four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions for the required experience.

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1. Current or previous work experience performing contract management or procurement responsibilities, from inception through contract award, for a Maryland State government agency.

2. Experience writing and monitoring contracts.

3. Experience procuring consulting services, equipment, information technology and other resources using a competitive or negotiated process.

4. Experience writing and conducting pre-bid/proposals, site visits, and conferences for advertised solicitations.

5. Experience using FMIS/ADPICS to facilitate the procurement process.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2. Employees in this classification who have not done so already must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
