CLASS DESCRIPTION
The Mayor's Office of Employment Development (MOED) coordinates and directs workforce development initiatives responsive to the needs of Baltimore City employees and job seekers in order to enhance and promote the local economy. Youthworks Supervisor:
MOED's Youth Services division provides the City's future workforce with the tools they need to succeed in careers in local high-growth industries. Youthworks connects thousands of young people between the ages of 14 and 21 to summer jobs with private, nonprofit, and city and state government employers throughout Baltimore. Participants work in a variety of industries and gain workforce readiness and career-specific skills. Our partners include the City of Baltimore, the State of Maryland, local employers, nonprofits, philanthropic contributors, and the Baltimore Workforce Development Board Youth Committee.
The person hired should have a strong background in youth development, partnership building, fundraising and innovative ideas to provide crucial career exposure, life skills and employment opportunities to participants.
The person in this position will report directly to the Assistant Director, Chief of Youth Services Division.
ESSENTIAL FUNCTIONS
* Leads the planning, design and development of YouthWorks operating plans in partnership with the Youth Services Division senior leadership and YouthWorks team.* Supervises and directs the work of first- and second-line supervisors responsible for various aspects of YouthWorks operations.* Develops in partnership with the Agency Director, Assistant Director of Youth Services or appropriate designee an annual YouthWorks solicitation campaign and helps prepare grant applications.* Coordinates with the Baltimore City Public School System and community partners to recruit and register youth for the summer jobs program.* Establishes relationships with community groups, city and state agencies to increase new and quality worksites for all youth programs.* Coordinates in conjunction with assigned Management Information Staff (MIS) and oversees participants' payroll for Youth Services Division summer and year round programs.* Establishes and maintains effective, supporting, and collaborative working relationships with other MOED Managers, and management level personnel from federal, state, county, city and other agencies/organizations.* Leads recruitment efforts with MOED Human Resources Department to staff crucial YouthWorks positions.* Quantitatively and qualitatively evaluates on-going activities and prepares, as necessary, reports and proposals for modification or improvement.* Develops, prepares, presents and defines new proposals for alternative methods to meet objectives of agency requirements.* Coordinates the monitoring and reporting requirements for assigned agency areas.* Regularly reviews fiscal reports to ensure youth are paid accurately for time worked.* Identify programmatic highlights/problems, to recommend system modifications, to ensure that service operations are executed within the assigned budget and on schedule, to evaluate customer satisfaction, and to promote continuous improvement.* Serves on, and occasionally chairs committees created to resolve specific agency wide challenges.* Prepares an annual end of the year YouthWorks Report for distribution.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Have a bachelor's degree from an accredited college or university.
AND
EXPERIENCE: Have three years of youth programming or workforce development experience
OR
NOTES(EQUIVALENCIES): Have an equivalent combination of education and experience.
LICENSES, REGISTRATIONS, AND CERTIFICATIONS: Have a valid Maryland Class C Noncommercial driver's license, or an equivalent out-of-state driver's license acceptable to the Office of Risk Management is required.

* Ability to successfully lead a team to accomplish a goal.* Very strong organizational skills, highly detail-oriented and able to work well under pressure.* Outstanding written and verbal communication skills* Ability to plan and implement a complex program design.* Demonstrate proactive approaches and analytical skills to problem-solving with strong solution and decision-making capability.* Very strong interpersonal and communication skills and the ability to build relationships with a diverse group of stakeholders, including management, staff, service providers, businesses, youth, parents, employers, elected officials and other internal/external partners.* Ability to develop and follow a timeline and meet deadlines.* Experience in working with young adults and aware of trending youth engagement strategies.* Ability to collect data and recommend viable options for addressing problems/ challenges.* Demonstrate ability to achieve high performance goals and meet deadlines in a fast-paced environment; and* Proficient in word processing, spreadsheet, and database applications (i.e., MS Office Suite: Word and Excel)
