General Summary:

Manages railroad property for Dallas Area Rapid Transit's (DART) Railroad Management, Real Estate & Economic Development in the Development Department.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIE S:

Engage with prospective and current tenants, engineers, city planners, developers, utility companies and others who are either proposing transactions for new use of DART/TRE property or changing their current authorized use, including on-site meetings as needed.

Coordinate the review and processing of applications for public and private use of DART owned railroad corridors. Negotiate appropriate agreement terms and fees in accordance with Board policy and restrictions/approval from Planning, Engineering, Risk Management, Legal, and operating railroad(s). Ensure compliance with agency policy, applicable laws, and regulations while ensuring such use will not interfere with DART or TRE future corridor use.

Coordinate activities, provide oversight, and conduct field inspections of Maintenance-of-Way and 3rd party projects on all DART/TRE freight corridors as directed. Formulate, translate, and define scope and objectives with an understanding of industry requirements and federal standards.

Review accounts receivables and invoicing system reports. Monitor and report on outstanding billings and collection activities. Pursue opportunities for revenue increases. Audit agreement revenue and interface with Development, Finance, and Accounting to ensure timely receipt of income, and monthly reconciliation.

Assist Sr. Manager of Railroad Management with special projects and related reporting. Prepare ad hoc reports for management review.

Maintain tenant relations to include individuals, commercial businesses, signboard companies, utilities, governmental entities, etc. Annually audits tenants records and notifies tenants of matters concerning license agreement/easement compliance, certificates of insurance, rental increases, required maintenance, etc.

Research public records to determine ownership, area, and value of property. Analyze property information to determine fair market value for associated use. Gather deed information and obtains copies of deeds.

Prepare reviews, reports, and provide information for the department revenue and expense budgets. Maintain thorough knowledge on industry trends.

Coordinate with operating railroads regarding the proposed use of DART/TRE right-of-way, the resulting agreements, and corridor maintenance in compliance with trackage rights agreements.

Analyze/audit monthly freight trackage reports and prepare analysis and tracking details as needed.

Assist with management of DART maintenance-of-way contracts.

Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED :

Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

Bachelor's degree from an accredited college or university in Real Estate, Business Administration, or related field.

Four (4) years progressively responsible experience in right-of-way management, managing railroad corridor, maintenance-of-way and/or maintenance and oversight of maintenance contracts.

Proficiency with PC software applications to include Google Earth, Microsoft Office, and Real Estate database software.

Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.

Knowledge of FRA rules is preferred (e.g., 49 C.F.R. Parts 213, 225, 233, 234, 235 236, and 237).

Knowledge of Utilities, Mapping, and Engineering sheets is preferred.

Knowledge of industrial or rail related properties, railroad operations, real estate principles and property management practices, federal, state, local laws and regulations affecting real estate and property management activities.

Familiarity with Consumer Price Indices (CPI) to calculate increases/decreases in accordance with the terms and conditions of the License Agreements.

Ability to Operate a DART non-revenue vehicle as required.

Ability to be dedicated to meeting the expectations and requirements of internal and external customers. Obtain first-hand customer information and use it for process improvements. Establish and maintain effective relationships with customers, operators, staff and gain their trust and respect.

Ability to make good decisions (without considering how much time it takes) based upon a mixture of analysis, wisdom, experience, and judgment). Most of his/her solutions and suggestions turn out to be correct and accurate when judged over time. Sought out by others for advice and solutions.

WORKING CONDITIONS :

Works in an office environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, animals, petroleum products, and chemicals while conducting site visits to operating facilities, DART owned corridors, or other locations as needed. Assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
