The City/County Association of Governments of San Mateo County (C/CAG) is seeking a dynamic and passionate Senior Stormwater Program Specialist to champion the San Mateo Countywide Water Pollution Prevention Program. The Senior Stormwater Program Specialist position plays a significant role in C/CAG's efforts to manage and improve stormwater runoff quality, contributing significantly to the region's environmental health and sustainability.

This pivotal role involves collaborating with 21 member agencies, including the County and cities within San Mateo, the San Mateo County Flood and Sea Level Rise Resiliency District, regional stormwater and watershed management programs and partners, as well as local businesses, stakeholders, and the general public in San Mateo County. This role requires a professional who is committed to environmental stewardship, capable of navigating complex regulatory environments, and adept at collaborative problem-solving.

The ideal candidate will have:

* A thorough understanding of stormwater regulations, policy, and contracting principles.* Demonstrated expertise in stormwater program and policy planning.* Experience with multi-party and multi-county agreements.* Skill in working collaboratively with a range of stakeholders, including public entities and executives.* An interest in innovative and creative approaches within the environmental sector.* Experience in the field and a college degree in Engineering, Urban Planning, Environmental Science, Public Administration, Business Administration, Public Policy, or a related field. A Master's degree is preferred.

Examples Of Duties

Primary responsibilities and duties of the Senior C/CAG Stormwater Program Specialist may include, but are not limited to, the following:

* Performs a variety of professional duties related to the C/CAG's Countywide Water Pollution Prevention Program.* Develops, implements, coordinates, promotes, monitors, and evaluates one or more pollution prevention, resource conservation, environmental compliance, and/or permitting programs/projects.* Serves as subject matter expert to C/CAG member agencies, external stakeholders, businesses, community groups, and individuals in the assigned areas.* Ensures compliance with federal, state, local, and other pertinent environmental mandates, laws, codes, rules, regulations, and agreements within assigned areas.* Researches, analyzes, and interprets information and data.* Designs and conducts a wide variety of studies and surveys.* Reviews and provides comments on various technical documents.* Develops, prepares, negotiates, and monitors grants; ensures compliance with grant stipulations and funding agency reporting requirements.* Prepares written materials such as narrative reports, technical charts, and publications.* Develops, conducts, monitors, and evaluates comprehensive outreach, public education, training, and media activities.* Provides supervision and leadership on a project basis to professional, technical, support, and volunteer staff.* Reviews consultant deliverables and invoices to ensure compliance with contract stipulations, permits, and C/CAG standards.* Represents C/CAG on committees, boards, and other related groups.* Develops systems and procedures to support program/project activities.* Participates in the development and implementation of policies and procedures for new and existing programs.* Participates in developing and implementing short- and long-range goals and objectives for the assigned area of responsibility in = C/CAG.* Provides information related to developing and monitoring budgets.* Stays abreast of new trends, laws, regulations, and innovations in the related fields of resource conservation, environmental compliance, and permitting.* Performs other duties as assigned.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

* Education: A bachelor's degree in Environmental Policy or Studies, Urban Planning, Civil or Environmental Engineering, Political Science, Public Administration, Public Policy, or a closely related field. A master's degree is preferred but not required.

Knowledge of:

* Principles and practices of water quality management or transportation planning, city/regional and environmental planning, and/or environmental science, climate resilience planning, engineering, financing, and/or policy.* Principles and practices of program and project planning, management, implementation, and evaluation.* Principles and practices of equity centered processes and engagement with diverse communities and/or community organizations.* Research methods and techniques, including conducting or participating in planning studies.* Principles, practices, trends, and technical information related to assigned program areas.* Principles and practices related to contract management.* Pertinent federal, state, regional, and local laws, codes, regulations, and requirements.

Skill/Ability to:

* Plan, implement, and evaluate assigned programs, projects, and activities.* Supervise permanent, temporary, contract, and volunteer staff on a project basis.* Serve as subject matter expert in assigned areas.* Work with a wide variety of people at all levels, including those from government, business, private and non-profit agencies, community groups, and the public.* Gather, compile, analyze, and interpret data and propose solutions.* Use initiative and sound independent judgment within established guidelines.* Prepare written materials such as correspondence narrative reports, technical charts, and publications.* Develop and conduct outreach, trainings, and public education and manage public participation at community meetings.* Communicate and present ideas effectively both orally and in writing, to promote agency interests and increase program visibility.* Research, develop, and evaluate alternative solutions to problems.* Coordinate multiple projects and tasks efficiently.* Use MS Word, MS Excel, and MS PowerPoint, as well as web-based meeting and file-sharing software.* Lift 25 lbs.* Attend evening meetings.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential or Management extra-help/limited term, or SEIU or AFSCME represented extra help/limited term position prior to the final filing date will receive five points added to their final passing score on this examination.
