Project Leader - Washington, DC

Dean, you will join forces with more than 5,100 professionals who engineer and deploy automated, secure and resilient power and technology systems; and deliver the management platforms essential for long-term system sustainability.

M.C. Dean's Engineering and Construction business unit is currently seeking a Project Manager/Leader to lead Urban Infrastructure and Transportation System projects ranging from $2M to $20M+. Projects include traffic signal construction, maintenance, and optimization; Intelligent Transportation Systems, and highway and transit systems. In this role, you will be managing the entire spectrum of a project lifecycle and involved in project initiation through project close out. Also you will be a key player during bidding phase and through implementation phase.

Job Responsibilities:

* Assist in the overall administration, organization, and implementation of traffic maintenance and traffic construction projects.

* Assist with the phases of a project lifecycle, including proposal, design, solutioning, installation, and close.

* Assisting in the preparation of project documentation, including project requirements, manpower requirements, project layout, project schedules, detailed equipment plans and field office support.

* Coordinating and assisting with or leading a project kick-off meeting.

* Developing a Work Breakdown Structure for the project with properly named work packages and resources assigned to tasks (resource loaded) to establish a baseline resource plan.

* Assisting with the scheduling of resources on the project to maintain the baseline project schedule.

* Creating baseline vs actual reporting of resources, as required.

* Providing and executing site surveys, site cost studies, projected costs, forecasts, cost codes and progress reports, as required.\

* Assisting with the collection of progress data of both self-perform and subcontractor perform work.

* Measuring and tracking project quantities for unit price contracts.

* Driving the development and maintenance of project documents, including shop drawings that are required to ensure effective short-term and long-term staffing success for the project.

* Coordinating the acquisition of major materials, and monitoring tool and equipment requirements with project leadership and the warehouse, as required.

* Leading the acquisition of required permits and licenses for projects and ensuring inspections are handled correctly and in a timely manner.

* Estimating, scheduling, or conferring with estimators, schedulers, and other resources that are assigned to the project to identify matters, such as work procedures, complaints, and other related problems.

* Reviewing the project schedule with the General Contractor and/or Customer.

* Working directly with the Customer.

* Managing the integration of data from multiple company systems and analyzing the data to draw insights on project progress.

* Assuring timely completion of project punch-list items, the submittal of accurate as-built drawings, operation and maintenance manuals, and the completion of training materials.

* Identifying opportunities for cost-saving measures, quality improvements and best practices.

* Maintaining a positive, assertive relationship with other project leadership, including supervisors, superintendents, foremen, crew leaders and/or other project personnel, to achieve project milestones and overall project success.

Require Qualifications:

* Bachelor's in engineering or construction management, preferably from an ABET accredited program.

* 7 to 9 years of experience in electrical, utility, or heavy civil construction projects.

* Strong knowledge of construction management practices including contract requirements, submittals, rfi's, change orders, schedules, QC, and project controls.

* Ability to create project schedules and scheduling of resources (work items and tasks by hours).

* Ability to estimate project work and prepare change orders and proposals for Customers.

* Understanding of critical path analysis of project and resource data to identify potential project issues.

* Ability to analyze and project job costs, manhours, cash flow, and other controls essential to effectively manage resources, schedules, costs, and budgets.

* Strong knowledge of public procurement processes, evaluating supplier quotes, and purchasing technical goods and services.

* Strong understanding of Contract Documents including plan reading.

* Executive-level communications and presentation skills.

* Team building and team leadership skills.

Preferred Qualifications:

* Experience constructing transportation/transit projects in dense urban areas.

* Strong knowledge of finance systems as it relates to project budgets and cost codes.

* Understanding of earned value analysis as it relates to project management.

* Proficiency in the use of automated cost/schedule management systems.

Abilities:

* Exposure to computer screens for an extended period of time.

* Sitting for extended periods of time.

* Reach by extending hands or arms in any direction.

* Have finger dexterity in order to manipulate objects with fingers rather than whole hands or arms, for example, using a keyboard.

* Listen to and understand information and ideas presented through spoken words and sentences.
