Job Description

General Manager DutiesAs a Front Line Manager you will:Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.Give advice, counsel or instruction to employees on work and administrative matters.Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions.Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate.Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases.Identify developmental and training needs of employees, providing or arranging for needed development and training.Initiate ways to improve production, work processes and/or to increase the quality of the work directed.The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.Provides leadership and direction for planning, administering, and evaluating assigned FMSS programs, projects, and organizational activities to ensure alignment with IRS and Department of the Treasury missions, goals, and strategic priorities. Identifies, acquires, and allocates resources; establishes organizational priorities; manages budgetary and staffing requirements; and evaluates program effectiveness to ensure the efficient and effective delivery of products and services.Directs staff in identifying, distributing, and balancing workload based on organizational priorities, mission requirements, workflow demands, and employee skill levels. Establishes performance expectations, performance measures, and accountability standards for subordinate staff and organizational programs; provides guidance and feedback on work products; evaluates organizational performance; and ensures quality control, stewardship, and oversight of assigned programs, funding, contracts, and related activities.Provides leadership for the planning, execution, monitoring, and successful completion of multiple concurrent projects and strategic initiatives. Establishes project priorities, allocates resources across projects, manages project risks, and ensures project objectives are achieved within established timeframes and resource constraints.Applies extensive knowledge of industry best practices, emerging trends, and organizational requirements to identify, evaluate, and implement new work processes that improve the accuracy, timeliness, efficiency, effectiveness, and quality of services provided by the IRS. Provides project management leadership throughout all project phases, including initiation, planning, execution, monitoring and control, and project closeout activities.Directs the collection, validation, analysis, interpretation, and reporting of program, operational, financial, and performance data to support executive decision-making, strategic planning, resource allocation, risk management, and organizational effectiveness.STANDARD POSITION DESCRIPTIONS (SPD): PD26412 Visit the IRS SPD Library to access the position descriptions.
