Principal Program AnalystMajor duties for this position are listed below:Serves as the principal program analyst responsible for evaluating all aspects of workforce development, education, employment and training national grant programs to ensure successful implementation of statutory, regulatory, and departmental objectives.Provides authoritative technical assistance to Federal staff, grant recipients, state agencies, Tribal governments, local organizations, institutions of higher education, nonprofit organizations, and other stakeholders regarding program requirements, performance expectations, allowable activities, fiscal accountability, and implementation strategies.Studies proposed legislation, regulations, executive orders, and Department initiatives to determine operational impacts on program administration.Develops recommendations regarding policy implementation, regulatory changes, and program improvements.Analyzes Workforce Innovation and Opportunity Act and Perkins V program requirements, policies, and procedures to support statewide and local implementation.Reviews local applications, budgets, and program plans for compliance with federal and state regulations.Develops recommendations for program improvements based on data analysis and performance outcomes.Researches legislative, regulatory, and policy changes affecting Workforce Innovation and Opportunity Act and Perkins V implementation.Reviews grant applications, continuation awards, work plans, budgets, performance reports, corrective action plans, and other program documentation to ensure consistency with statutory requirements and agency priorities.Provides oversight of cooperative agreements and discretionary grants, including monitoring recipient performance, evaluating deliverables, reviewing financial and programmatic progress, recommending corrective actions, and coordinating with grants management officials.Serves as a recognized subject matter expert on performance accountability, program evaluation, grants oversight, and technical assistance methodologies.Develops strategies for improving grantee performance through targeted technical assistance, data-driven interventions, peer learning activities, webinars, conferences, written guidance, communities of practice, and individualized consultation.Prepares executive briefings, Congressional responses, issue papers, analytical reports, and recommendations for senior Department leadership.Represents the agency during meetings, conferences, interagency working groups, national organizations, and stakeholder forums.
