Description
QBE is seeking a Strategic Communications Specialist to develop strategic communication plans that identify key stakeholders, messages, and opportunities to communicate the Office of the Chief Information Officer's corporate level plans and strategies. Using industry best business practices pertaining to emerging technologies, the candidate will provide executive-level support for initiatives linked to CIO priorities, that result in synchronized efforts and greater Army-wide integration. The strategies and tools the contractor shall develop will aggressively coordinate strategic initiatives across the CIO organization.
The candidate will provide guidance and recommendations for best practices of strategic communications, knowledge management and graphics specialists to develop various messaging, including social media, in support of the CIO. The candidate will also be required to coordinate, collaborate, and consolidate information across various Army and DoD organizations, and other stakeholders.
The candidate shall have an extensive military knowledge in terms of military capabilities, systems, operational concepts, and strategic theory, as well as expert knowledge with Army planning processes, communications, cyber, data, and network capabilities. The candidate will also have comprehensive knowledge of Army processes and systems work within multiple disciplines including information, operational, diplomacy, budgeting, spectrum, and the role of technology in the competition continuum. The candidate will have executive level research skills using classified and unclassified information and executive writing and communication skills.
Typically, the Strategic Communications Specialist will conduct these and similar duties:
Synchronize overarching strategies and strategic direction ensuring strategic alignment of policies, strategies and plans for Army network, cyber operations, and Information Technology (IT) within/without the CIO organization
Develop corporate level reports, summaries, processes, procedures, and other executive correspondence that communicates the views, intent, or position on key issues and programs to civilian and Army audiences
Provide technical services in support of conferences, meetings, and a variety of engagements with media, social media, military senior leaders, and/or congressional representatives
Recommend developments for a holistic marketing and strategic communication plan that is synchronized with strategic, and implementation plans as well as other CIO projects and initiatives aligned with the current vision considering longer range planning efforts as to include military, social, and congressional engagements that require experienced understanding of Army processes such as the Planning, Programming, Budgeting, and Execution (PPBE) process
Ensure synchronized and coordinated efforts across the entire CIO to fully incorporate messaging, Congressional and industry engagements throughout the CIO's strategies and plans
Review and coordinate Joint and Army operational requirements
Ensure integration, alignment, and synchronization of Army CIO equities in other strategic planning activities
Gain Federal, DOD, Academia, and industry subject matter expert's (SME) support
Coordinate with strategic partners and assessment teams on Army Network, cyber, IT, and IO and Information Technology/Information Management issues
Develop and implement approved Army and CIO initiatives and provide technical support to ensure initiatives are updated and strategically aligned
Coordinate strategic initiatives and activities with external organizations
Provide recommended adjustments to DOD, Joint and Congressional C4IT policies, regulations, and studies to leadership.
Formulate plans and provide expertise regarding all aspects of staff operations throughout the CIO and support all assigned programs.
Apply expert, comprehensive knowledge of functional policies, procedures, and techniques to develop viable programmatic options for satisfying the changing requirements
Continuously review and recommend revisions and updates to Directorate/Division or Organizations' administrative policies and standing operating procedures
Monitor the execution of major programs requiring inter-staff coordination for successful attainment of the organizations' objectives.
Ensure program management plans, reports and reviews are developed, coordinated, and distributed in a timely manner and to a high-quality standard
Initiate action to meet internal and external suspense actions, track progress of such actions, and ensure full coordination of replies and organization positions
Develop and execute complex studies of internal employee/organizational efficiencies and recommend changes or improvements in organization, staffing work processes and procedures
Other duties as assigned
This position will be performed onsite at the Pentagon, Washington DC; at Fort Belvoir, VA; or at other alternate locations within the National Capital Region, with a requirement to attend meetings at Government locations, as needed.
Some travel may be required as directed by the CIO.

Requirements
Minimum Requirements
Extensive military knowledge in terms of military capabilities, systems, operational concepts, and strategic theory, as well as expert knowledge with Army planning processes, communications, cyber, data, and network capabilities.
Direct and relevant experience in the above areas at the C-Suite or GO/SES level
Senior-level experience in top-level messaging, support to senior leadership and crisis communications
Communications planning support experience with a background in writing and communications planning, with an emphasis on communications campaign development, product integration, writing, communications coordination, stakeholder communications, messaging, outreach, and execution
Minimum 3 years of higher headquarters strategic planning experience, preferably in the Army or another DOD component
Ability to research, coordinate, develop, edit, and prepare briefings, articles, speeches, talking points, handouts, or other materials that provide internal and external outreach in terms of CIO roles and responsibilities
Ability to interpret, and synthesize data on market conditions, media profiles, business opportunities and global trends, and present comprehensive research reports
Active US Government Clearance at Secret level or higher
Ability to sit for extended periods of time.
Ability to regularly lift at least 25 pounds.
Ability to commute to the designated onsite work location as required.
Preferred Requirements
Master's degree or equivalent in Communications, Strategic Management, Business Administration, or related field
Graduate of the U.S. Defense Information School
