The Washington State Department of Natural Resources (DNR) is home to Washington’s largest on-call fire department that is responsible for protecting over 13 million acres of both state and privately owned lands. Working with interagency partners, DNR embraces an all hands all lands vision. DNR’s fire program serves the communities of Washington and is a strong advocate of wildland fire prevention, suppression, and mitigation. Spillman Fire Unit with the SPS Region of the DNR is looking for the right person for its Wildfire and Forest Resilience Specialist position. The Spillman Fire Unit covers Mason and Kitsap Counties of the SPS Region; from the shores of the Puget Sound and Hood Canal to the foothills of the Olympic Mountains. This position will support the agency’s Forest Health and Resilience Plan by supporting wildland fire suppression efforts as a qualified Engine Boss/Engine Lead during active fire season and supporting fuel mitigation projects throughout the year. In order to meet deliverables set forward by the Forest Health and Resilience plan, this position will conduct hazard risk assessments on residential properties and communities, and plan and assist with Fire Prevention projects. This position will be involved with RX burn implementation support roles. Individuals will be expected to provide critical leadership in initial and extended attack fire suppression. Strong decision-making skills and a desire to take on responsibility are valued and encouraged. Applicants should demonstrate a commitment to the Wildland Fire Core Values of Duty, Respect, and Integrity.

Responsibilities:

Performs assignments relating to wildland fire preparedness. Initiates individual fire prevention contacts and assists with the Fire Prevention Plan completion.

Constructs, maintains, and posts fire prevention signs.

Participates in cooperative group fire prevention and preparedness education activities.

Conducts prescribed fire support, forest health treatment, State Uplands support, and issues burn permits.

Works as a wildland firefighting engine leader supervising 2-3 wildland firefighters.

Participates in statewide fire suppression activities.

Protects life, property, infrastructure, and natural resources from wildland and urban interface fires to minimize resource loss and fire costs while ensuring firefighter and public safety.

Maintains all equipment in a state of fire-readiness.

Inspects outdoor burning on department-protected lands, and ensures compliance with smoke management and fire regulations.

Supervises 2-3 exempt firefighter positions in daily activities including training, fire preparedness, suppression, fire regulation enforcement, and burn permit activities.

Develops and implements a daily routine for the engine and crew.

Oversees and participates in the interviewing process for fire staff and makes recommendations on the hiring of new exempt firefighters.

Responsible for training, scheduling work projects, reviewing time and activity reports, equipment mileage and maintenance logs, preparing performance evaluations, and recommending disciplinary actions.

Responsible for assigning and directing firefighter positions in their work activities.

Assists with instruction of required NWCG 100 and 200 level training, LCES, refresher training, and Operator Safety Training to the public and contractors.

Assists with wildland fire training to federal, state, county, city, and private industry personnel.

Assists with TREX and other prescribed fire-focused training events.

Assists with or leads in-house district training courses as assigned under the direction of the supervisor.

Required Qualifications:

Fully qualified to the NWCG “Red Card” qualification of one or more single resource boss (SRB) qualifications: Heavy Equipment Boss, Firing Boss, Crew Boss, Helicopter Boss, Felling Boss, or Engine Boss.

Experience supervising or leading wildland firefighting personnel.

Knowledge and/or experience of: DNR Burn Permit Regulations

Smoke Management

Regulatory Education

Fire Regulatory and Enforcement

Fire Prevention Programs

Fire Investigations

Fire Suppression

Good writing and verbal communication skills

Demonstrated commitment to fostering and supporting an environment that honors diversity, equity, inclusion, and environmental justice practices.

Perform assigned duties in a manner consistent with applicable laws, regulations, and public records retention and requests are followed.

Experience in computer applications, such as Microsoft Word, Excel, PowerPoint, Publisher, and Global Positioning Systems.

Ability to work with the public, sometimes under stressful conditions.

Ability to act promptly and use good judgment in emergencies.
