Technology & Data Analyst
Excelicon is looking to hire a sharp, driven, and detail-oriented Technology and Data Analyst. The candidate will be involved with the analysis of enterprise systems and documents to provide strategic alignment with the IT Strategic Plan. The candidate will be working to identify Technology standards, governance, and criteria in specific domains such as Cloud, Cybersecurity, AI/ML, Dashboarding, etc. Lastly, the candidate needs to be able to identify technologies and trends during document reviews and provide the path towards visualizing the trends via dashboards. Familiarity with DHS ALF/SELC processes is highly desired.
Experience in defining and writing technology standards, criteria and governance guidance tailored for organization lifecycle documentation and activities.
Experience developing and visualizing use cases, operational views, taxonomies, and other artifacts to logically represent the inter-relationships and interdependencies across an ecosystem of organizations, roles and responsibilities, functions, programs, systems, and other entities inherent to enterprise processes across an organization.
Experience analyzing as-is enterprise business process architectures and making recommendations to realize efficiencies and drive mission planning / execution outcomes.
Supports the development of business cases, documentation of pain points, gaps, desired outcomes, and measures of success, strategic intent/vision statements, and user stories.
Leads and participates in technical and business needs assessment workshops to produce architectural and system content to document.
Has the ability to assess emerging technologies in AI/ML, RPA, Cybersecurity, and other technologies to formulate Executive level briefings.
Ability to assess alignment of proposed solutions and emerging technologies to the DHS strategic plan and provide executive level summaries of alignment assessments.
Provide the roadmap to visualize technologies identified by DHS components in their documents and provide trend analysis.
Experience with data analysis and management for dashboarding and analytics.
Ability to work with Technical SME’s such as Enterprise Architects, System Engineers, Technical Writers, and Product Owners to gather technology trends and analysis.
Required Qualifications:
Bachelor’s degree with four plus (4+) years’ experience in IT.
Must have proven Technology Analysis and Documentation experience.
Must have experience with data analysis and management for visualization and dashboarding.
Have three plus (3+) years of technical writing experience such as system design, enterprise architecture, as-is analysis, taxonomy, data flows, etc.
Understanding of Enterprise Architecture frameworks such as FEAF, DODAF, TOGAF, etc. is highly preferred.
Understanding of the DHS Acquisition Lifecycle Framework (ALF) and System Engineering Life Cycle (SELC) highly preferred.
Education and Certification:
Bachelor’s degree from accredited institution required.
Be a U.S. citizen with a current federal clearance (Public Trust or above) or an active clearance from a Federal Agency.

Current DHS badge - HIGHLY DESIRED
