In this role, you will be part of an amazing team responsible for the AOCs compliance with safety, fire, building codes and environmental regulations and for maintaining a culture of safety. Responsibilities At the Architect of the Capitol (AOC), our employees are passionate about AOCs mission to serve Congress, the Supreme Court and general public. AOC is a legislative branch agency, the recognized authority on the preservation, maintenance and construction of the worlds most iconic treasures and buildings on Capitol Hill. As a global destination for thousands of visitors every day, Capitol Hill intersects history, architecture and art with the birthplace of our nations laws. We have a rare opportunity for an exceptional executive leader with a strategic and tactical focus to serve as our Director of Safety and Code Compliance. As an integral member of AOCs executive leadership team, the incumbent is entrusted with the safety and protection of our employees and facilities while balancing the needs of internal and external stakeholders, including Senate and House Committees, individual members of Congress and the Supreme Court. The senior level role provides executive and operational leadership to AOCs safety, fire protection and environmental compliance programs. In this capacity, the director: Serves as principal advisor to the Architect of the Capitol (Architect) and Deputy Architect regarding AOCs safety and code compliance planning, policies, decision-making, guidelines and procedures. Develops and implements strategic planning initiatives for safety, fire protection and environmental programs; including, long-and-short-term programmatic initiatives that advance the agencys mission; measures results to ensure alignment with AOCs mission, vision and core values. Ensures compliance with safety, fire and environmental laws and regulations. Conducts periodic comprehensive analyses of AOC safety, occupational health, environmental, fire protection/prevention policies, programs, functions and processes to determine whether the AOC is meeting its stated goals and whether management systems effectively accomplish objectives. Recommends actions necessary to ensure consistent service delivery across AOC and to maintain or improve the quality, efficiency and effectiveness of operations and services. Evaluates and formulates responsive policies, procedures and standards to ensure that practices are consistent with applicable laws, National standards and AOC goals. Pursues customer-centric, continuous improvement throughout all program areas including AOCs Risk Management Program. Leads and supervises a dedicated team of safety professionals who support the facilities operations on the Capitol Hill complex of buildings and grounds and other off-site facilities. Candidates must have proven executive leadership experience in delivering comprehensive safety (occupational, industrial, life) and environmental programs and applying advanced safety principles. Must be a strong communicator with crisis management experience. A demonstrated aspirational leader who can build coalitions internally and externally to achieve strategic goals in a dynamic, operational environment of concurrent and competing priorities is essential. Must also possess capability to motivate and manage a diverse, multidisciplinary staff. A bachelors degree or higher in engineering, architecture, industrial arts, property management, or business administration from an accredited college or university is desired. The incumbent serves at the pleasure of the Architect. Requirements Conditions of Employment You must be able to pass a drug test. Professional Technical Qualifications: 1. Demonstrated executive leadership experience in guiding safety (occupational, industrial, life) and environmental programs. This experience must have involved leading a diverse operational workforce to a positive safety culture and delivering results that support the organization's strategic objectives. These programs directly impact the operations, programs and workforce of the entire organization. 2. Possesses exceptional experience in advising senior executives and senior leadership staff on safety and environmental compliance related issues. This experience must have involved collaboration and use of judgment to immediately make and communicate risk-based safety-related decisions when complete information was not available. Education A bachelors degree or higher in engineering, architecture, industrial arts, property management, or business administration from an accredited college or university is desired. Special Instructions for Foreign Education: Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
