Eagle Harbor Solutions, a Koniag Government Services company , is seeking a Subject Matter Expert (SME) with an active Secret clearance to support EHS and our government customer in the DC Metro area.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

Support Acquisition Policy and Innovation (API) with continuous analysis of congressional activities that may impact API programs and policies and produce summaries and reports of such activities.

Track congressional bills, acts, legislation, committee hearings, and other activities with emphasis on annual defense appropriations and authorization bills.

Provide analysis and evaluation of bills, legislation, explanatory statements, and report language to include any relevant legislation, provision, or funding initiatives that affect API equities, acquisition programs, and acquisition policies.

Assist API in the preparation of reports to Congress, the GAO, and IG offices by monitoring and

providing continual updates to tracking tools

Ability to effectively brief Flag Officers, General Officers, Senior Executive and Service members

Support API Congressional staff engagements, prepare briefings for senior leaders, and prepare senior leadership with briefings and read-ahead materials prior to engagements or testimony.

Interpret, analyze, and track legislative proposals and regulations that impact government operations.

Conduct in-depth analysis of legislative and regulatory documents to assess their potential impact.

Collaborate with stakeholders to provide strategic guidance on legislative implications.

Prepare reports, summaries, and recommendations based on legislative research.

Monitor legislative developments and provide timely updates to the team.

Support in drafting position papers, testimony, and briefing materials.

Engage in dialogue with policymakers to advocate for client interests.

Work Experience, Knowledge, Skills & Abilities:

Active Secret clearance

Minimum of five (5) years of relevant experience

Bachelor’s Degree in related field

Minimum of two (2) years’ experience using Microsoft Word, PowerPoint, Excel, Explorer, Edge, SharePoint, Teams, and Adobe Acrobat Professional

Experience with CATMS, CHARRTS, and GLADIS

Defense Executive-Level Legislative and Audit Experience

Strong analytical skills with the ability to review and interpret complex legislative language.

Excellent written and verbal communication skills

Ability to synthesize information and present findings in a clear and concise manner.

Detail-oriented with a focus on accuracy and thoroughness.

Proficiency in conducting legislative research and maintaining up to date knowledge.

Collaborative mindset with the capacity to work effectively within a team.

Ability to navigate political landscapes and engage with diverse stakeholders.

Experience working directly with legislators or government agencies.

Knowledge of legislative tracking tools and databases

Familiarity with public policy analysis frameworks and methodologies

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
