Job Summary:
The Senior Compliance Specialist plays a critical role in ensuring compliance with government regulations, company policies, and program requirements related to affordable housing, including Low-Income Housing Tax Credit (LIHTC) programs, HUD, and other applicable programs. This position requires a detail-oriented individual with excellent organizational skills to review and determine household eligibility based on specific government requirements.
The Senior Compliance Specialist will provide support to on-site staff, conduct audits, assist with training and development, and ensure accurate reporting. Strong knowledge of LIHTC guidelines, property management principles, and federal, state, and local regulations is necessary for this role.
Responsibilities:
Compliance Oversight: Ensure compliance with LIHTC program regulations, HUD requirements, and other applicable affordable housing regulations, including income qualification, rent calculations, tenant certifications, and re-certification processes.
Policy and Procedure Development: Develop, update, and implement policies, procedures, and guidelines to align with program regulations and ensure consistent compliance across properties.
Training and Support: Provide training and guidance to property management staff on LIHTC compliance requirements, HUD guidelines, program-specific regulations, and reporting procedures.
File Reviews and Audits: Conduct comprehensive file reviews and audits to assess compliance, identify potential issues, and recommend corrective actions to maintain program compliance.
Reporting and Documentation: Prepare and submit accurate and timely reports, certifications, verification, and documentation required by regulatory agencies, investors, and program administrators.
Communication and Collaboration: Serve as a primary point of contact and liaison between property management teams, owners, investors, government agencies, and program administrators, ensuring effective communication and collaboration on compliance matters.
Compliance Monitoring: Stay updated on changes in LIHTC regulations, HUD guidelines, and other affordable housing requirements, assess their impact on the organization, and develop strategies to maintain compliance.
Quality Assurance: Implement quality assurance measures to ensure the accuracy, integrity, and consistency of compliance-related data, records, and reporting across properties.
Issue Resolution: Investigate and resolve compliance-related issues, disputes, and inquiries from tenants, regulatory agencies, and other stakeholders, providing prompt and accurate resolutions.
Risk Management: Identify and assess potential compliance risks, develop risk mitigation strategies, and implement measures to proactively manage and mitigate compliance-related risks.
Training and Development: Stay updated on LIHTC program regulations, HUD guidelines, affordable housing industry trends, and best practices through continuous learning, professional development, and participation in relevant training opportunities.

Qualifications:
- High school Diploma or General Education degree in business administration, public administration, or a related field. Relevant certifications or additional training in affordable housing compliance, LIHTC, and HUD programs are highly desirable.
- Minimum of 5 years of experience in the multifamily industry, with a focus on affordable housing compliance and LIHTC programs.
- Strong knowledge and understanding of LIHTC program regulations, HUD guidelines, and other applicable affordable housing regulations.
- Excellent analytical skills with the ability to review, interpret, and apply complex regulations and financial data accurately.
- Detail-oriented mindset with exceptional organizational and time management skills.
- Effective communication skills, both written and verbal, with the ability to interact professionally with diverse stakeholders.
- Proficiency in property management software, databases, and MS Office Suite.
- Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
- Strong problem-solving skills with the ability to handle multiple compliance issues simultaneously and find effective solutions.
- Knowledge of federal, state, and local regulations related to affordable housing and LIHTC programs.
- Experience in conducting compliance audits, file reviews, and implementing quality control measures is highly advantageous.
Contacts/Liaisons: The Senior Compliance Specialist will communicate regularly with all necessary HGPS employees, fee clients, regulatory agency personnel, and other individuals as deemed appropriate to fulfill the responsibilities of the position.
