Minimum Qualifications Summary
Certification & Education
High school education required
Bachelor degree preferred
Possess an active SECRET security clearance.
Experience Required
Possess at least two (2) years' experience working with the Defense Readiness Reporting System (DRSS) or similar DoD system.
Possess at least two (2) years' collective experience working with DoD budget in the areas of Status of Funds, Budget Estimate Submissions, TADTAR funds within the DTS, and have Program Objective Memorandum cycle familiarity.
Possess at least five (5) years' experience using DTS.
Possess at least five (5) years' experience in DoD/DON travel processing/policies.
Able to operate an Information Technology (IT) System with common/standard business software programs.
Proficient in Microsoft Office applications to include Word, Outlook, Excel, and PowerPoint.
Able to communicate clearly and effectively with others, both verbally and in writing.
Able to enter data into multiple locally managed databases utilizing Microsoft Office tools, and ensure data is maintained.
Strong attention to detail and be highly accurate in performing all tasks.
Can perform duties independently, with minimal oversight.
Can write correspondence in a military format.
Can exhibit professional conduct and comply with all applicable Federal, DoD, Navy and United Special Operation Command regulations, instructions, directives, and policies
Job Objective
Assist the Operations Officer and Executive Officer at Commander Naval Special Warfare Assessment Command in Coronado, CA. with management of the NSW Assessment Command Budget. Duties include assisting in the development of budget spend plans, oversight of budget execution, monitor and track funding requirements, compile and prepare funding request packages.
Responsibilities
Review, process, and submit accurate and error-free reports in the Defense Readiness Reporting System (DRRS).
Assist the Operations Department with travel coordination in the Defense Travel System (DTS) to conduct outreach and assessment events that contribute to increased quality student accessions.
Assist the Operations Department in synchronizing N-Code support towards outreach and assessment activities across the country.
Perform the reviewer routing official function in the prescribed travel system (DTS).
Upon completion of required training, contractor may be designated as a Non-DTS Entry Agent (NDEA) to assist with creation of travel documents. Upon completion of required training, contractor may be appointed as an Alternate Agency Program Coordinator for the Government Travel Charge Card program with view only access in order to conduct thorough reviews of vouchers. Perform reconciliation of travel transactions in the prescribed feeder and official accounting systems e.g. Standard Accounting, Budgeting and Reporting System (SABRS), Defense Agencies Initiative (DAI), etc.
Maintain and update required documentation to support Dormant Accounts Review-Quarterly (DAR-Q) and audit readiness.
Create, update, and distribute travel reports (to include but not limited to an Unsubmitted Voucher (USV) report and Statement of Understanding (SOU) and Cardholder Training Report).
Possess superior customer service skills and assist customers with travel related questions (e.g. voucher/authorization processing). The Contractor will assist customers with the check in & check out process in DTS. The contractor shall coordinate with the NSWCEN Travel Office for guidance on policies and procedures and will attend all NSWCEN Travel and GTCC meetings.
Perform duties in support of NSWAC travel requirements.
Efforts will include, but are not limited to performing the 'reviewer' routing official function, reconciliation of travel transactions and reporting in accordance with prescribed policy, guidelines and timelines and customer service for NSWAC travelers.
