Duties

The Deputy Director for Security, Safety, and Campus Services (SSCS) supports the NIH biomedical research mission by providing executive leadership and direction for a wide range of diverse research and staff services ensuring that these services and daily operations are performed efficiently in a continuously changing environment and meet customer/stakeholder expectations.

Ensures the development, administration and delivery of occupational health safety, biosafety/biosecurity, radiation safety, and research activities and the direction of a comprehensive protection, security, and emergency response programs across the NIH.

Serves as a principal advisor to the ORS Director on all aspects of the services provided by ORS to its customers and stakeholders.

Leads staff who perform distinct responsibilities and implements processes, systems and tools that will contribute to a collaborative, high performing organization that is data driven and achieves continuous improvement.

Oversees the implementation and use of innovative, state of the art methods and techniques to carry out and improve programs and services and ensures they meet stakeholder needs and regulatory requirements.

Leads programs and staff by developing a vision to further create a customer-focused culture that cultivates collaboration to identify service needs and to ensure responsiveness and continuous improvement.

Represents the ORS to a variety of stakeholders including Federal, state, local and professional organizations and other senior leaders and builds relationships, fostering an open exchange of information, collaboration, and negotiation to achieve joint strategic priorities and resolution of issues.

The has an approximate staff of 2000 including contractors with an annual budget of approximately of $328 million.

The Deputy Director for Security, Safety, and Campus Services (SSCS) is responsible for supervising a staff of 457 with a budget of approximately $232 million.

Qualifications

The Office of Resource Services seeks candidates who have a commitment to excellence and the energy, enthusiasm, and innovative thinking necessary to lead a dynamic and diverse organization. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive-level management capability. Applicants must meet the requirements for the GS-340 series as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions, which is available at: and demonstrate in your five (5) page resume that you possess the Professional/Technical Qualifications (PTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

EXECUTIVE CORE QUALIFICATIONS (ECQs) ( Mandatory for Selectee ):

If selected, you MUST submit a narrative statement in response to each of the Executive Core Qualifications (ECQs) listed below.

Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure the technical expertise required by this position and must be addressed within your five-page resume.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) ( Mandatory) :

1. Demonstrated experience in providing direction and leadership for a wide range of diverse safety, security, and staff support services for a major medical organization.

2. Demonstrated experience in developing and implementing an organization's strategic plan, goals, objectives, and initiatives and planning for the resources to achieve the strategic and mission-focused direction.

3. Ability to oversee the implementation and use of innovative, state-of-the-art methods and techniques to carry out and improve programs and services and ensure they meet stakeholder needs and regulatory requirements.

4. Senior level experience in representing an organization to a variety of stakeholders including Federal, state, local and professional organizations and other senior leaders and building relationships, fostering and open exchange of information, collaboration, and negotiating with them to achieve joint strategic priorities and resolution of issues.

5. Senior level experience which demonstrates a commitment to building strong working relationships that advance diversity, equity, inclusion and accessibility.
