Description
San Mateo County Health is seeking a well-qualified individual for the position of Patient Services Supervisor-Behavioral Health & Recovery Services to supervise clinical service offices and specialty programs support staff; supervise staff conducting activities including admissions, client registration and other functions; and coordinate and perform difficult or specialized patient services clinic support in the Behavioral Health and Recovery Services Division.
There is currently one regular vacancy in the Behavioral Health & Recovery Services Division's North County Clinic located in Daly City, CA, but will travel/drive throughout the County to perform duties of the job. Schedule will be Monday through Friday, 7:30 a.m. - 4:00 p.m., occasionally staying until clinic closing at 5:00 p.m. if needed.
Primary duties include, but are not limited to, the following:
Supervise and direct patient services clinic support staff and activities such as greeting clients, client registration answering phones, and running reports using AvatarNX.
Plan, schedule and assign clinic support work in admitting and registration areas.
Participate in the hiring of assigned staff, recommending selection for management approval.
Train assigned staff in patient services clinic support and County policies and procedures.
Evaluate employee performance, counsel employees, and effectively recommend initial corrective actions and other personnel decisions.
Provide input into goal setting processes.
Research and compile information from a variety of sources for the completion of forms or the preparation of periodic and special reports.
Provide information to the public or to County staff that requires the use of judgment and the interpretation and application of rules, policies or procedures.
Organize and maintain various patient intake, insurance verification or general files; type draft or finished materials from brief instructions; proofread material as required.
Develop, recommend and implement improved operating procedures, forms and work processes.
Oversee and personally perform a variety of office administrative details such as ordering supplies, arranging for the repair of equipment, transmitting information, and keeping reference materials up to date; and operate standard office equipment.
Perform complex, technical, difficult and/or specialized office support related to the patient services clinic.
Provide off hours support as required.
Perform related duties as assigned.
This Supervisor will oversee administrative staff in the Daly City and San Bruno clinics. Will authorize expenditures for purchasing of office supplies and monitor these expenses throughout the year. This position will also work closely with the Department of Public Works and Behavioral Health & Recovery Services Facilities Management Analyst regarding problems and/or special requests.
The ideal candidate will possess:
Experience planning, organizing, prioritizing and supervising the work of clerical personnel effectively.
Experience supervising staff conducting patient registration and admission activities.
Knowledge of and experience with HIPAA compliance.
Ability to work independently with minimal supervision using initiative and sound independent judgment within established guidelines.
Demonstrated ability to read, interpret and apply rules, policies and procedures; and maintain accurate records and files.
Ability to organize work, set priorities and meet critical deadlines.
Experience working with diverse client groups and staff.
Ability to establish and maintain effective positive working relationships with those encountered on the job.
Proficiency using AvatarNX electronic health record and Microsoft Suite Excel, Word, and Outlook.
Excellent written and verbal communication skills.
Fluency in both Spanish and English is preferred, but not required.

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
Four years of patient services assistant experience providing office support in a medical or clinic setting.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, Confidential and Management extra-help/limited term, and SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.
The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
