Qualifications Applicants must meet the required qualification requirements described below by the closing date of the announcement. Applicants applying for the GS- 14 level must meet the following requirements:

Have at least one full year of specialized experience that is at least equivalent to work performed at the GS- 13 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Qualifying experience must demonstrate the following: 1) Planning, managing, and executing the functions and activities of a financial program for an organization, including instructing others on financial management execution; 2) Providing expert advice and guidance on the interpretation of financial and budget laws, regulations, policies and procedures to leadership, customers, and subordinates; 3) Advising on contract policies and procedures; 4) Analyzing and assessing contract execution and managing the disposition of the budgeted funds; and, 5) Monitoring obligations and expenditures of an organization's program.

Time-In-Grade Requirement : Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
