The position reports to the Manager of Commercial Operations & Underwriting. essential functions Lead in recommending and managing CHFA Credit Policy changes. Includes serving as CD's liaison to Asset Management to understand strengths and weaknesses within CHFA's existing multifamily loan portfolio. Perform ongoing risk analysis of CHFA's multifamily products and services with the origination team. Present facts and offer opinions/recommendations to production personnel concerning the prospect's creditworthiness during weekly team meetings. Lead in structuring taxable and tax-exempt bond-funded transactions under HUD 542 (c) Risk Sharing, FHA fully insured mortgages, and other federal/state programs, including the issuance of multifamily Ginnie Mae Securities. Independently evaluate and underwrite construction and permanent loan applications, including 9% and 4% Low Income Housing Tax Credit (LIHTC) transactions by assessing such areas as current rental housing market conditions, project development team, rental income and operating expense, operational projections, project development budget and adjust according to industry standards and/or program requirements, as appropriate. Analyze with the CHFA Review Appraiser, appraisals and/or market studies, project entitlements, and other documents to determine compliance with all applicable loan and/or grant program and/or underwriting guidelines. Communicate with borrowers, lenders, loan closers, and others regarding loan status and assist with the information flow from production to underwriting, loan approval, and funding/post-disbursements. Be a resource for borrowers, lending partners, and other industry professionals internally on affordable housing matters through workshops, conferences, meetings, and one-on-one contacts. Represent CHFA and the division by serving on internal committees and cross-functional teams, as well as representation on external boards and committees. Participate in and contribute to select activities and/or projects that directly support CHFA in fulfilling its mission and achieving its vision through dedication to the community CHFA serves, operational excellence, and fiscal responsibility. Oversee other special projects and perform all other duties as assigned. Qualifications knowledge, skills, and ability Must possess: Strong knowledge of real estate principles and generally accepted accounting practices, principles, procedures, and regulations/laws related to governmental affordable rental housing programs. Strong knowledge and prior experience with federal tax credit programs, private activity bonds, construction lending, as well as state and federal financing tools; maintain or ability to easily obtain specific industry certifications such as Multifamily Accelerated Processing (MAP), National Development Council (NDC), and others as appropriate. Working knowledge of commercial loan closing documentation. Proficient in the use of PC-based applications including, but not limited to, Excel, Word, financial software, SharePoint, and PowerPoint.
